NOTICE TO DLA SUPPLIERS:

Non-compliances for RFID "Radio Frequency Identification Device" labeling will now impact Suppliers ABVS scores if found non-compliant due to missing tags or other RFID labeling discrepancies in which the supplier is non-compliant.




NOTICE TO DLA SUPPLIERS:

On January 9, 2008, the Department of Defense adopted IPC/JEDEC J-STD-609, "Marking and Labeling of Components, PCBs and PCBAs to Identify Lead (Pb), Pb-Free and Other Attributes." A new clause at DLAD 52.211-9063, Unit Package Marking Requirement for Component Lead Finish, will require contractors to mark individual containers in accordance with paragraphs 5.3.1 and 5.3.2 of the standard. The marking requirements will initially apply to awards for items falling within Federal Supply Classes 5905, 5910, 5945, 5961, and 5962. Copies of the standard may be purchased or downloaded from the IPC - Association Connecting Electronics Industry (IPC), http://www.ipc.org ; or the Solid State Technology Association (JEDEC), http://www.jedec.org.




Subject: NOTICE TO VENDORS SHIPPING VIA PARCEL POST
Importance: High     Expiration Date: None

Due to heightened security, the U.S. Post Office may not accept packages for overseas military mail that are not addressed to an individual or job title such as 'Commander' or 'Commanding Officer'. Vendors shipping to APO/FPO addresses via parcel post must now address their shipments to the attention of the Commander or Commanding Officer. MIL-STD-129 ISSUES
Importance: High

Special Bulletin to MIL-STD-129P:
NOTICE TO DLA SUPPLIERS: The clause at DLAD 52.211-9010 implements marking requirements in MIL-STD-129P, which apply to shipments of packaged material to DoD. Significant revisions to the DLA implementation of MIL-STD-129P were issued by PROCLTR 05-09 in December 2005. As an interim measure, until such time as corresponding changes to automated procurement systems could be implemented, the instructions in DLAD 52.211-9010 took precedence over any inconsistencies with the language on the schedule page of the solicitation or contract. The clause was entitled "Shipping Documentation - MIL-STD-129P - TAKES PRECEDENCE OVER SCHEDULE - (DEC 2005) - DLAD (FARS DEV 05-03)." (FARS DEV 05-03 was issued to authorize this deviation from the FAR order of precedence.) This notice is to advise that the systems changes were implemented in May 2006 to bring the schedule page language in line with DLAD clause 52.211-9010, which is now entitled "Shipping Documentation - MIL-STD-129P" and is dated May 2006. FARS DEV 05-03 was cancelled. Changes were made to update the DLAD and the DLA Auto Master. Questions about this clause may be directed to, HQ DLA, Acquisition Policy Branch, (703) 767-1358.




NOTICE: MIL-STD-129P is Now Available

On December 18, 2002, LOGSA's Packaging Storage & Container Center notified us that MIL-STD-129 has been cancelled and the latest revision of MIL-STD-129 is available. The new MIL-STD-129P replaces and consolidates the data from both MIL-STD-129P. Get your copy of MIL-STD-129P at the Acquisition Streamlining and Standardization Information System (ASSIST) web site or DLA's Packaging Specifications, Standards, and Manuals web page.
