Safety Regulatory Analysis

The Safety Regulatory Analysis Division plans, develops, and administers cost effective solutions to railroad safety problems; develops, updates, and analyzes rail safety performance goals; and distributes critical rulemaking information to FRA decision makers and staff. The Division carries out FRA’s responsibilities under Executive Order 12866 and the Regulatory Flexibility Act mandate for safety regulations. Major activities include:

  • Conducting benefit/cost analyses that measure the short and long-term economic viability of railroad safety programs, regulations, and standards.
  • Providing technical and policy input to budgetary and legislative proposals.
  • Developing, updating, and analyzing rail safety performance goals under the Government Performance and Results Act.
  • Administering a program for clearing and reducing information collection and reporting burdens on the public.
