Office of Policy Analysis and Development (OPAD)

NTIA’s Office of Policy Analysis and Development (OPAD) supports the agency’s role as the principal adviser to the President on telecommunications and information policy.  OPAD develops, analyzes, and advocates public policies that promote innovation, competition, jobs, and economic growth for the benefit of American businesses and consumers.

In particular, OPAD focuses on public policies that impact how Americans access and use the Internet, wireline and wireless telephony, mass media, and video services.  Specific issues include, for example, developing policies and programs to ensure that all Americans have access to broadband services, protecting online privacy and keeping children safe on the Internet, and facilitating competition in the telecommunications and information industries.  OPAD also plays a key role in support of the Department of Commerce’s Internet Policy Task Force.

To further NTIA’s mission, OPAD performs research; releases reports, letters and formal comments to the Federal Communications Commission (FCC) or other regulatory bodies; and reviews federal legislation.  OPAD also plans and conducts public discussions to facilitate better dialogue on telecommunications and information matters.
