Electronic Official Personnel Folder (eOPF) at NOAA Do you have your eOPF ID and logon instructions? If not, contact us. Background: The Electronic Official Personnel Folder (eOPF) is an E-Government initiative, mandated by the Office of Management and Budget (OMB) for all Executive Branch agencies, and administered by the Office of Personnel Management (OPM). eOPF offers a secure, standard approach for personnel records conversion, storage, access, sharing, and archiving. NOAA's Workforce Management Office (WFMO) is collaborating with the Department of Commerce (DOC) and the OPM to fully implement the features of eOPF. eOPF allows employees online access to their own individual folder through a secure Internet connection. To help ensure optimal protection of your personal data, as of Fall 2007, users must access the system with a PC on a federal network using an authorized, registered IP address. NOAA has worked towards converting and maintaining each employee's OPF from paper records to an electronic file in three stages:

On October 11, 2005, the Department of Commerce implemented the requirements of Homeland Security Presidential Directive (HSPD) 12 PIV-1: Policy for a Common Identification Standard for Federal Employees and Contractors.
This policy changed the requirements and process for issuance of ID badges (Personal Identity Verification cards). NOAA must obtain the results of an FBI National Criminal History Check (fingerprint check) and initiate a National Agency Check with Inquiries (NACI), or other suitability/national security investigation for all new employees and contractors before issuance of a badge.
In addition, current NOAA employees and contractors must meet certain requirements before they can be 're-badged'. These include completion of a NACI and verification of identity. NOAA employees and contractors renewing or replacing an expired, broken, or lost badge are subject to these requirements. If your badge is nearing expiration, please talk with your supervisor immediately about the process for replacement.
