Electronic Official Personnel Folder (eOPF) at NOAA Do you have your eOPF ID and logon instructions? If not, contact us. Background: The Electronic Official Personnel Folder (eOPF) is an E-Government initiative, mandated by the Office of Management and Budget (OMB) for all Executive Branch agencies, and administered by the Office of Personnel Management (OPM). eOPF offers a secure, standard approach for personnel records conversion, storage, access, sharing, and archiving. NOAA's Workforce Management Office (WFMO) is collaborating with the Department of Commerce (DOC) and the OPM to fully implement the features of eOPF. eOPF allows employees online access to their own individual folder through a secure Internet connection. To help ensure optimal protection of your personal data, as of Fall 2007, users must access the system with a PC on a federal network using an authorized, registered IP address. NOAA has worked towards converting and maintaining each employee's OPF from paper records to an electronic file in three stages:

Contractor Access to the Commerce Learning Center (CLC)
The Office of Personnel Management (OPM) issued a Training Policy Handbook restricting the use of government funds to train contractor personnel. As a result, NOAA does not routinely provide access to the CLC for non-government workers, unless required per policy guidelines.
If access is required, the contractor's Federal manager must access the NOAA Staff Directory (NSD) to request CLC access (see instructions below). NSD is set up so that only the NOAA manager whose name is linked to the contractor in the Directory can activate CLC access for him or her. System Administrators and other support representatives do not have the ability to create contractor accounts. Please do not use 24/7 support or System Administrator's personal/generic email boxes for this purpose.
To request CLC Access for Contractors:
(Must be done by the contractor's Federal Manager, as identified in NSD)
- Log into the NOAA Staff Directory (NSD) at: https://nsd.rdc.noaa.gov
- Search for yourself, click Request Search button, click Request More Information and then click Request Report buttons.
- After getting the Report Listing screen, click the report labeled CLC Access Report.
Note: The report will show a listing of all Contractors and Associates who work under your technical direction (but not Federal or Commissioned Officer employees). - Under the CLC Flag column, click YES to grant CLC access.
- Click the "Save" button to save your changes. Note: It may take up to a week for the user to obtain a CLC login.
