DTMA-91-B-2012-0002 CAPE MAY LAYBERTHING SOLICITATION / AMENDMENT1

The Maritime Administration (MARAD) requires services for the exclusive long-term safe layberthing for the CAPE MAY, a SEABEE class RRF vessel on the U.S. US East Coast. Although the layberth is intended for the vessel identified in this solicitation, the Government may substitute a vessel of a similar size or smaller. A Memorandum of Agreement (MOA) between the Department of the Defense (DoD) and the Department of Transportation (DOT) establishes that, in consideration of the National Defense and the American Merchant Marine, a mutual interest and responsibility exists for the joint establishment, maintenance and control of a Ready Reserve Force (RRF), which is an element of the National Defense Reserve Fleet (NDRF)

The Department of Transportation Maritime Administration is soliciting Bids to award a Firm-Fixed- Priced contract in accordance with the attached Statement of Work. The awarded contract shall be a Base 5-year Alternate performance period to consist of a Base Year plus Four one-year options or a Base 10 Year Alternate performance period to consist of a Base Year plus Nine one-year options.

The Government will award one contract from this Invitation for Bid (IFB). Award will be made to the responsive, responsible bidder submitting the lowest evaluated price(s) for that alternative.

Amendment 1 has been issued to alter the date for submission of bids from April 2, 2012 to April 10, 2012.
