To fulfill its mission, the Office of the Deputy Chief Management Officer (DCMO) produces a number of key products and service offerings. These include:
Business Capability Lifecycle (BCL)
The BCL is the overarching framework for the planning, design, acquisition, deployment, operations, maintenance, and modernization of Defense Business Systems (DBS). BCL facilitates rapid DBS acquisition and deployment by providing a process tailored to the unique requirements of business systems.
Business Enterprise Architecture (BEA)
The BEA is the enterprise architecture for the DoD Business Mission Area (BMA). The BEA guides and constrains implementation of interoperable Defense business system solutions as required by the National Defense Authorization Act (NDAA) by guiding system alignment to end-to-end processes. It also guides information technology (IT) investment management to align with strategic business capabilities as required by the Clinger-Cohen Act, and supports Office of Management and Budget (OMB) and Government Accountability Office (GAO) policies.
Business Process Reengineering (BPR)
BPR is a logical methodology for assessing process weaknesses, identifying gaps, and implementing opportunities to streamline and improve processes to create a solid foundation for success in changes to the full spectrum of operations. BPR helps ensure that the business process to be supported by a Defense business system is streamlined and efficient.
DCMO seeks to align and integrate improvements across all business operations mission areas by utilizing CPI methodologies and emerging technology.
DoD Conference Policies and Controls
Through the continued implementation of the Secretary’s Efficiencies Initiative and President Obama’s Campaign to Cut Waste, DoD has focused on reducing costs and ensuring that policies and controls are in place to prevent waste, duplication, or abuse, with specific attention to conference spending. DCMO leads DoD Conference Policies and Control efforts.
Enterprise Delinquent Debt Management
The Enterprise DoD Delinquent Debt Management Guidance defines a standard end-to-end solution for managing public accounts receivables and provides standard values for Department of Treasury interfaces. This guidance focuses on eliminating the known material weakness, reducing unique requirements, and streamlining business practices to manage the DoD's public receivable and debts.
Secretary of Defense Corporate Fellows Program (SDCFP)
The SDCFP was established as a long-term investment in transforming our forces and capabilities. Two or more officers from each military service are selected each year to receive their military senior service college credit by training with sponsoring institutions, i.e., corporations, companies, commercial enterprises, who have earned a reputation for insightful long-range planning, organizational and management innovation, and implementation of new information and other technologies.
Standard Financial Information Structure (SFIS)
The SFIS is a comprehensive data structure that supports requirements for budgeting, financial accounting, cost/performance, and external reporting needs across the DoD enterprise. The SFIS standardizes financial reporting across the DoD and allows revenues and expenses to be reported by programs that align with major goals, rather than basing reporting primarily on appropriation categories.
