Investment and Acquisition Management (IAM) |
In support of the DCMO’s oversight role, the IAM Directorate supports investment and acquisition oversight and compliance across the DoD. IAM operates and maintains the Investment Review Board process in accordance with Title 10, Section 2222. The IRB makes investment and certification decisions for all covered DBS programs, regardless of fund source, for acquisition, modernization, or sustainment that are expected to have total costs greater than $1 million across the period of the Future-Years Defense Program (FYDP). IAM’s IRB support also includes BPR determinations in accordance with Section 1072 of the National Defense Authorization Act (NDAA) for Fiscal Year 2010. Under Section 1072, defense business system modernizations may not be certified to obligate funds in excess of $1 million without a determination having been made on whether the appropriate BPR has been completed. BPR efforts ensure business processes to be supported by the defense business system modernization will be as streamlined and efficient as practicable. BPR efforts also ensure that the need to tailor commercial-off-the-shelf (COTS) systems to meet unique requirements or incorporate unique interfaces has been eliminated or reduced to the maximum extent practicable. The IAM Director is also the Overarching Integrated Product Team (OIPT) lead for the acquisition oversight process for Business Major Automated Information Systems (MAIS) where either the Under Secretary of Defense for Acquisition, Technology and Logistics or the DCMO is the Milestone Decision Authority (MDA). The OIPT captures and resolves MAIS issues and makes recommendations to MDA. IAM also creates the ETP, which provides a conceptual roadmap for implementing the BEA by defining the path to a transformed DoD enterprise and identifying business investments that provide enterprise capabilities that support the warfighter and decision-makers. Another key function of IAM is IT acquisition reform. In this role, IAM leads the effort to enable the implementation of new acquisition policies for business IT capabilities to improve the acquisition process and ensure timely, cost effective delivery of Defense Business Systems. This includes establishing the Business Capability Lifecycle (BCL), an agile acquisition process tailored to DBS that focuses on rapid delivery. Core Functions
