In some countries the dialing prefix may be 00 or 011 instead of +. Tell the operator you are an American citizen, and have a problem, and ask to speak to the Consular Section.
Please note - phone calls regarding visa cases are taken on Tuesdays and Thursdays between 2:00 and 4:00 pm local time only.
