The one-week course was led by ten U.S. Marshals from different states.  The main purpose was to teach new techniques and the appropriate use of available equipment for handling prisoners, either when they are being transferred to or from prison and in and out of court.

As part of the training, the participants received donated equipment for handling detained individuals, including handcuffs and other restraints, protector for the handcuffs, among other devices.

Participants in the training work for the Judicial Investigation Organization (OIJ), the Ministry of Justice, the Special Intervention Unit, the National Police Academy, the Immigration Police and the Aerial Surveillance Service.
