About CPP/DCPAS

People are the most critical aspect of maintaining our national security, and managing and taking care of our people is one of the most critical missions we have in the Department of Defense (DOD). Our workforce is large, nearly 800,000 civilian employees, in addition to political appointees, military members, and contractor personnel. Our workforce is complex, including appropriated and non-appropriated fund personnel, full time and part time personnel, permanent and temporary personnel, excepted and non-excepted personnel, active duty and reserve, deployed civilians, and many other categories and groups. Given the size and complexity of our workforce, information technology (IT) is essential at every stage of the human resources (HR) management mission. Our continued commitment to the American public and the current fiscal environment of diminishing resources will drive us to be deliberate and make well-informed decisions that achieve the best return on our investment in HR IT solutions. Our ability to manage highly effective and efficient HR IT solutions will depend largely on how well we collaborate to implement standard business processes and how flexibly we build IT systems to adapt to atypical processes and future mission needs.

Comprehensive planning ensures our HR IT strategy is aligned with the overall DOD mission and supports defined outcomes for the HR management mission, specifically. Inclusive and transparent governance ensures all HR IT customers, including employees, supervisors, managers, leaders, and HR specialists, are actively engaged in planning and managing HR IT solutions. Rigorous program management ensures our IT goals are supported by clearly defined activities with performance measures to demonstrate progress in accomplishing the activities, as well as achieving the mission outcomes.

We share our vision and identify strategic initiatives, guiding principles, and expected outcomes to transform HR IT across DOD. CPP/DCPAS LEADERSHIP

Paige Hinkle-Bowles, DASD(CPP)

Deputy Assistant Secretary of Defense for Civilian Personnel Policy:
Paige Hinkle-Bowles

Ms. Hinkle-Bowles, a member of the Senior Executive Service, is the Deputy Assistant Secretary of Defense for Civilian Personnel Policy. In this role, she formulates plans, policies and programs to manage the Department of Defense civilian workforce effectively and efficiently.

Donna Seymour

Principal Director, Civilian Personnel Policy:
Donna Seymour

Mrs. Seymour serves as the Principal Director under the Deputy Assistant Secretary of Defense for Civilian Personnel Policy. Her responsibilities include human resources management policies affecting more than 900,000 civilian employees world-wide. Mrs. Seymour joined the Senior Executive Service in September 2007 and has more than 34 years of federal service.

Director, HR Operational Programs and Advisory Services:
Pam Mitchell

Ms. Mitchell serves as the Director of the Human Resources Operations and Advisory Services Directorate of the Defense Civilian Personnel Advisory Service. Her responsibilities include providing policy, execution and strategic direction to Component Headquarters and all operating field civilian personnel offices in the human resources arena to include compensation, benefits, staff acquisition, employee assistance and reemployment, labor and employee relations, emerging personnel programs, international programs and the civilian expeditionary workforce for all 850,000 appropriated and nonappropriated fund employees worldwide. Additionally, Ms. Mitchell chairs the DoD’s Labor Relations Roundtable and also responsible for DoD’s wellness, priority placement, and non-traditional personnel programs.

Lynne Baldrighi

Director, HR Strategic Programs and Advisory Services:
Lynne Baldrighi

Ms. Baldrighi is responsible for policies and programs affecting over 800,000 civilian employees throughout the Department of Defense. As Director, she is responsible for policy development and management of programs in civilian senior executive management, leadership, learning and development, strategic analysis and reporting, strategic human capital planning, and recruiting.

Deborah Breining

Executive Director, Enterprise HR Information Systems:
Deborah Breining

Ms. Breining is the Executive Director of the Enterprise HR Information Systems (EHRIS) Direcotrate. In this capacity, she supports the DASD (CPP) Personnel and Readiness in planning, formulating, and managing Department-wide enterprise human resources information systems for the Military Departments and Defense agencies.

Christopher Brown

Director, Investigations and Resolutions:
Christopher Brown

In June 2008, Mr. Brown became Chief of the Investigations and Resolutions Division (IRD) with the Office of the Under Secretary of Defense for Personnel and Readiness, Civilian Personnel Management Service. This organization was realigned as a Directorate within the Civilian Personnel Policy/Defense Civilian Personnel Advisory Service in 2011. In this capacity he oversees more than one hundred employees, including ten subordinate managers, who investigate and mediate EEO Complaints for the Department throughout CONUS, Europe and the Far East.
