Radiological Source Registry and Tracking (RSRT)


Department of Energy (DOE) Notice N 234.1 Reporting of Radioactive Sealed Sources has been superseded by DOE Order O 231.1B Environment, Safety and Health Reporting. O 231.1B identifies the requirements for centralized inventory and transaction reporting for radioactive sealed sources. Each DOE site/facility operator that owns, possesses, uses or maintains in custody those accountable radioactive sealed sources identified in Title 10 Code of Federal Regulation Part 835, Occupational Radiation Protection (10 CFR 835), Appendix E, and International Atomic Energy Agency (IAEA) Categories 1 and 2 radioactive sealed sources identified in Attachment 5, Appendix A of O 321.1B, will submit information to the DOE Radiological Source Registry and Tracking (RSRT) System.

The RSRT is a DOE database that is maintained by the Office of Health, Safety and Security (HSS), Office of Information Management (HS-82). The annual 10 CFR 835 Appendix E inventory data, and the transaction and verification information for Category 1 and 2 radioactive sealed sources will be reported to the RSRT Manager. Additional guidance for reporting transactions for Category 1 and 2 sources to the DOE RSRT is provided in the December 16, 2010 Chief Health, Safety and Security Officer memorandum, Reporting for Radiological Sealed Sources Transactions. The RSTS Manager is responsible for reporting the transaction to the NRC NSTS.

National Source Tracking System (NSTS)

The Energy Policy Act of 2005, signed into law on August 8, 2005, directed the Nuclear Regulatory Commission (NRC) to conduct rulemaking establishing a mandatory national source tracking system for tracking certain radiation sources in the United States. 10 CFR Parts 20 and 32, National Source Tracking of Sealed Sources: Final Rule was published November 8, 2006 and identifies the IAEA Category 1 and 2 radioactive sealed sources to be reported to the NRC NSTS by NRC licensees and Agreement States. DOE made an agency decision to participate in the development of the NSTS. For DOE, the rule also defines the type of Category 1 and 2 transactions (i.e. manufacture, receipt, transfer or shipment, disassembly, and disposal), to be reported from the DOE RSRT to the NRC NSTS.
