The Benefits Delivery at Discharge (BDD) Office in Landstuhl, Germany, accepts Pre-discharge claims from active-duty servicemembers stationed in Europe, Africa and the Middle East. Servicemembers must be within 180 days of their effective separation or retirement date and be able to schedule and report to all necessary examinations at LRMC.

Servicemembers stationed within the Kaiserslautern Military Community (KMC) should visit the Landstuhl BDD Office and submit their application package (VA Form 21-526, service treatment records) in person. Walk-ins are accepted Monday through Friday from 1000-1500 hrs.

Servicemembers stationed outside the KMC, can participate in the BDD or Quick Start Programs through the "Fly-in" claim process. The Fly-in claim process reduces the necessary travel by allowing servicemembers to submit applications by fax or e-mail. Participants are required to make just one trip to Landstuhl to complete a physical examination.

To participate in the Fly-in claim process:

  1. Contact the Landstuhl BDD Office, by phone, fax or email.

    Servicemembers will then be provided with the all necessary information and forms via email.

  2. Complete and return the application.

    After the BDD office receives the necessary paperwork, the servicemember will be contacted via email with instructions to schedule the examinations at LRMC. Notification about what information and evidence is needed to support the claim will also be provided via email.

  3. Schedule and report for necessary examinations at LRMC.

    Servicemembers will contact the clinics to schedule the necessary exams as directed in the instructions provided. Travel to Landstuhl must be arranged by the servicemember and approved by his or her command.

  4. Submit service treatment records (STRs) to VA.

    When servicemembers report to the physical, they must bring a copy of their STRs which will be submitted to VA and not be returned. BDD and Quick Start Claims can not be processed without the STRs.

Korea

Benefits Delivery Discharge (BDD) claims can be filed on a walk-in basis or by calling DSN 738-5121 to schedule an appointment.

VA staff will schedule individual assistance sessions to file BDD claims at:

United States Army Garrison (USAG) Yongsan,
USAG Camp Casey,
USAG Camp Humphries,
USAG Camp Walker/Henry (Daegu),
Osan Air Force Base,
Kunsan Air Force Base, and
Chinhae Naval Facility.

To be eligible for the BDD program, servicemembers must have time available to attend exams prior to departing Korea.

Retiring and separating servicemembers should contact the Army Career and Alumni Program (ACAP) Center or the Airman Family and Readiness Center at DSN: 315-784-5440; commercial: 011-82-31-661-5440 or e-mail osan.fsc@osan.af.mil for the BDD visitation schedule.

The BDD office also provides assistance to veterans, retirees, widows, or dependents residing in-country regarding VA benefit entitlements, claims for increase, new or reopened claims for compensation or pension benefits, and appeals.
