Welcome to the online information resource center for Total and Permanent Disability (TPD) discharge of Federal Family Education Loan (FFEL) Program loans, William D. Ford Federal Direct Loan (Direct Loan) Program loans, Federal Perkins Loans, and Teacher Education Assistance for Higher Education (TEACH) Grant service obligations.

The Higher Education Opportunity Act (HEOA), enacted on August 14, 2008, and final regulations issued on October 29, 2009 made significant changes to the definition of total and permanent disability and the discharge process. These changes became effective July 1, 2010, and apply only to total and permanent disability discharge applications received by loan holders on or after that date. IMPORTANT NOTICE: The information on this site has been updated to reflect the regulatory changes that took effect for total and permanent disability discharge applications received by loan holders on or after July 1, 2010, as described above. Discharge applications received by loan holders before July 1, 2010 will continue to be evaluated and processed in accordance with the total and permanent disability definition and discharge procedures that were in effect under the pre-July 1, 2010 regulations. In addition, for borrowers who receive total and permanent disability discharges under the pre-July 1, 2010 procedures, there are certain differences in the requirements for receiving new loans or TEACH Grants after a prior total and permanent disability discharge. These differences are described under Student Loan Eligibility after TPD Discharge elsewhere on this site.
