Under Secretary Sánchez to Speak on Panel for Technology-Based Global Innovation

The Digital Age is upon us. The effect of digital technology on the global market has been well documented as technology-based companies continue to supply the world with innovative methods and products that increase the quality and efficiency of American lives and businesses.  The creation of jobs due to new technology as well as the continued financial success of technology-based firms has made the promotion of technology-based innovation a top priority for any economy looking to compete internationally.

President Obama’s plan to make high-speed wireless services available to 98% of Americans will make technology-based software and products even more accessible to American consumers. As technology is integrated more deeply into society, the U.S. is working to ensure that these integrations directly translate to domestic economic growth.

On Feb. 4, Francisco Sánchez, Under Secretary of Commerce for International Trade, will participate in an event hosted by the Information Technology Innovation Foundation (ITIF). The ITIF is a non-partisan think tank whose mission is to help American policymakers better understand the nature of a new innovation-driven economy.

The ITIF discussion panel will focus on the increase in global competition to host technology-based firms and the benefits that hosting such companies can have on a country’s economy. The event will also feature information on how countries attract technology-based firms and what the U.S. has done to improve its appeal to those firms. The Under Secretary will be joined on the panel by the general counsels for NCR and Qualcomm.

Sánchez and the panel will answer questions from industry participants concerning the advantages currently offered to firms that choose to do business within the United States.

The Under Secretary will also provide information on certain policies the U.S. has enacted to promote technology-based industry within the U.S. as well as trade agreements designed to benefit American companies.

The U.S. is actively advancing trade agreements and initiatives to broaden market access. Technology-based firms will be among the primary beneficiaries. Trade agreements like the Trans-Pacific Partnership (TPP) will help technology-based firms by expanding access to key Asian markets and removing bans on border crossing data-flows.

American leaders—both in government and business—appreciate that supporting technology-based firms is necessary to achieve President Obama’s goal of increasing our exports and re-balancing our economy, which are embedded in the National Export Initiative. This event will reaffirm the International Trade Administration’s commitment to increase exports, further the global expansion of domestic businesses, and attract new technology-based industries to the U.S. economy.

The newly updated National Export Strategy Report to Congress highlights achievements of the Obama Administration in this third year of the National Export Initiative and lays out ambitious new plans of the Federal Government in 2013.

The past three years have seen record exports as U.S. companies, workers, and farmers responded to overseas market opportunities. For its part, the Obama Administration improved its promotion of U.S. exports in every area in 2012, including improved trade promotion and advocacy programs, greater access to trade financing, successful removal of trade barriers, and stronger enforcement of trade rules.

Highlights include increased collaboration with U.S. metropolitan areas; secured Congressional approval and the entry into force of market-opening trade agreements with Korea, Colombia, and Panama; improved U.S. supply chain infrastructure, and increased the focus on U.S. travel and tourism.  In addition, agencies are staffing a new Interagency Trade Enforcement Center to level the playing field and enhance the investigation of unfair trade practices.

In the coming year, the Administration will streamline and modernize the delivery of U.S. export promotion services for U.S. small businesses. We are increasing the base of small business exporters through national marketing and training efforts, including outreach to community banks.  We are also improving Export.gov and local export counseling services.

The Obama Administration is also laying the groundwork now for long-term U.S. economic growth and competitiveness. Federal agencies are helping U.S. companies secure infrastructure contracts overseas, strengthening the focus on the Asia-Pacific region, increasing commercial engagement with Africa, and supporting the work of SelectUSA to attract and retain more investment in the United States.

Efforts to Make the U.S. the Number One Tourist Destination

Many of us will be traveling during the upcoming holiday season.

Visiting family, friends and discovering new places is enjoyable. So is knowing that every time we travel we are also aiding our economy: travel expenditures help support the 7.5 million Americans employed in the U.S. travel and tourism industry.

Not only is the industry benefiting from domestic travelers like ourselves, but as more and more people visit our country from abroad, international visitor spending is becoming a growing share of the industry’s success in recent years. In fact, over 66 million tourists and travelers are expected to come to the U.S. this year alone, which would represent an increase of 6 percent over last year’s figures.

The good news is that upward trend is likely to continue: travel and tourism is expected to grow by 3.6 to 4.3 percent each year for the next five years according to a new report released this week.

The biggest growth markets are Asia and South America. The number of Chinese visitors alone is expected to increase by 259 percent in the next five years, while the number of Brazilian tourists is projected to swell by 83 percent.

The new travel forecast underscores the importance of international tourism to the U.S. economy, and the exponential opportunities these favorable trends can bring. That is why the President has set out a goal to make the United States the number one tourism destination worldwide.

In May 2012, the U.S. Commerce Department and the Department of the Interior presented the National Travel and Tourism Strategy to the President which is our roadmap to accomplish this ambitious goal. The Strategy lays out concrete steps which will be taken to make the U.S. even more attractive for international visitors, for instance travel promotion campaigns in key markets, improvements in the visa waiver program, and in the security procedures at U.S. airports.

The strategy is already bearing fruit. For example, last month Taiwan was included into the U.S. visa waiver program. The citizens of that country will now be able to visit the U.S. for up to 90 days without a visa – and many Taiwanese will use that opportunity.

The International Trade Administration (ITA) is at the forefront of the government’s efforts to implement the Strategy. ITA is continuing to supply the travel and tourism industry with important data, including international arrivals to the United States, the forecast of international travel to America for more than 30 countries, and estimates of the total impact of travel and tourism on the economy, among other services.

Earlier this month, Acting Deputy Under Secretary for International Trade Kenneth Hyatt highlighted these efforts at a Washington Post Travel and Tourism Forum where he emphasized the need to consider the customer experience.

Millions of people from abroad would love to visit our county – the U.S. government is making sure that as many of them as possible actually choose the U.S. as their holiday destination.

A Note of Thanks: Celebrating Walter Bastian’s Lifetime of Achievement

Walter Bastian embodies the best of public service.  He doesn’t measure success by how well he does, but by how well he can help others.  And during his decades at the Department of Commerce, he has indeed helped others and made great contributions to the global community.

In recognition of his accomplishments, last week, Walter was one of nine recipients of the 2012 Americas Award for his lifetime of achievement.  Having had the chance to work with him closely in recent years, I must tell you: he is very deserving of this honor.

As Deputy Assistant Secretary for the Western Hemisphere, Walter has developed programs, policies and strategies to strengthen the United States’ commercial position in the region — the destination for roughly 40 percent of U.S. exports.  And in doing so, he’s also committed himself to expanding opportunity and prosperity throughout the Americas.

One of Walter’s greatest accomplishments was playing a central role in founding the Americas Competitiveness Forum (ACF).  The initial idea for a meeting of Western Hemisphere commerce ministers was offered by President George W. Bush at the 2005 Summit of the Americas.  Walter helped make that idea a reality.

Walter saw beyond what was being asked and instead focused on what more could be accomplished. He understood that competitiveness is not just a national issue, but a hemispheric one.

For that reason, he set about creating a forum to motivate the region’s government leaders to work in partnership with the private sector, academia, and civil society to improve the economic prosperity of their own countries, and ensure a brighter future for the people of the region.

Since its inauguration in 2007, the ACF has become the preeminent economic and commercial event in the Americas, attracting hundreds of participants from the Western Hemisphere’s public and private sectors.  It has helped to create and strengthen the kinds of partnerships that are necessary for regional integration and future growth.

Bottom line: progress is achieved by people who want to make a difference.  And Walter Bastian has made a difference.  He has dedicated his time, talent and passion to bringing the Americas closer together through commerce. And we have all benefited.

Under Secretary Sánchez Participates in Americas Competitiveness Forum

U.S. Commerce Under Secretary for International Trade Francisco Sánchez led Commerce’s delegation to this year’s Americas Competitiveness Forum (ACF) in Cali, Colombia, October 24-26.

Sánchez’s participation underscored the U.S. government’s commitment to enhance the competitiveness of the Americas – a region that is vital to the U.S. economy. With Mexico and Canada, it not only includes two of our three largest trading partners, but also some of our key trade agreement partners, including the host country Colombia.

The Obama administration and the Commerce Department are firmly committed to strengthening U.S. trade within the Western Hemisphere. At the 2012 Summit of the Americas, President Obama announced a number of initiatives designed to enhance this important trade relationship. These included the 100,000 Strong Initiative to expand student education exchanges; and the creation of the Innovation Fund of the Americas that increases access to export financing thereby expanding trade opportunities for small and medium-sized enterprises.

In Cali, Sánchez reported on the strong efforts of all U.S. government agencies to advance these initiatives.

The ACF, first held in 2007, tries to improve the region’s competitiveness through innovation, entrepreneurship, public-private partnership and mutual engagement. Hundreds  of representatives from the region’s public and private sector participated in a continental dialogue on competitiveness. Among the numerous guests were heads of state, ministers of economy, commerce, trade and industry, and leaders from academia, civil society, and business.

This year’s ACF helped further develop the goals established at last year’s Forum in the Dominican Republic: In 2011, the “Santo Domingo Consensus” set forth 10 objectives to promote progress toward a more competitive and prosperous region in areas like education, infrastructure, and trade liberalization.

The participants of this year’s ACF learned about the progress and experiences the countries made in adopting the 10 principles: At the opening event of the Forum, the Inter-American Competitiveness Network presented its report “Signs of Competitiveness of the Americas.”

The ACF featured several collateral events, including a business ethics workshop focused on the medical device industry in the Americas, a higher education forum focused on STEM disciplines (science, technology, engineering, and mathematics) and a closed door meeting of ministers of trade, commerce and industry.

Commerce is looking forward to helping deliver on the action items put forward at this important event.

U.S.-Panama Trade Promotion Agreement To Enter Into Force October 31

The wait is over. On October 31, 2012, the U.S.-Panama Trade Promotion Agreement (TPA) will go into effect, guaranteeing American access to one of the fastest growing economies in Latin America and supporting American jobs and U.S. competitiveness.

Panama’s nearly $22 billion services market. This is yet another big step for our country, as it is an integral part of the President’s efforts to increase opportunities for U.S. businesses, farmers, and workers through improved access for their products and services in foreign markets. The Panama TPA supports President Obama’s National Export Initiative goal of doubling U.S. exports by the end of 2014.

The Agreement with Panama is one that holds significant potential for the future of American exports. Panama’s economy expanded over 10.6 percent in 2011, and is forecast to continue high annual growth through 2017.  The TPA will ensure that U.S. firms have an opportunity to participate on a competitive basis in the $5.25 billion Panama Canal expansion project. Panama’s strategic location as a major shipping route and the massive project underway to expand the capacity of the Canal enhances the importance of the U.S.‐Panama TPA.  Panama’s government has also announced almost $10 billion in additional infrastructure projects, and the agreement will help U.S. companies and workers benefit from these opportunities.

The U.S.-Panama TPA will eliminate or reduce trade barriers to U.S. exports to the Panamanian market as well as create a more stable and transparent trading and investment environment. This will result in a level tariff playing field and more job opportunities in America. U.S. industrial goods currently face an average tariff of 7 percent in Panama, with some tariffs as high as 81 percent. U.S. agricultural goods face an average tariff of 15 percent, with some tariffs as high as 260 percent. This is all about to change.  As of October 31, when the Agreement enters into force, U.S. exporters to Panama will experience the immediate beneficial effects of the TPA in the drop to zero of tariffs on industrial goods such as computers and IT equipment, agricultural and construction products, medical and scientific equipment, pharmaceuticals, and environmental products.  Agricultural product exporters will also enjoy the immediate benefits of duty-free treatment on this date, particularly for the following products:  high-quality beef, frozen turkeys, sorghum, soybeans, almost all fruit and fruit products, wheat, peanuts, whey, cotton, and many processed items.

The Agreement with Panama will give America access to Panama’s nearly $22 billion market for services, including in priority areas such as financial, telecommunications, computer, distribution, express delivery, energy, environmental, and professional services. Without a doubt, this TPA will play a tremendous role in increasing exports and continuously supporting American businesses.

Health Information Technology Shows Continuing Potential as Strong Export Sector

Fred W. Aziz is Associate Director of Technology and E-Commerce at International Trade Administration, where he covers innovation sectors such as cloud computing, Health IT, and software.   

Matthew Hein is an International Trade Specialist on the Pharmaceutical and Medical Devices Team in the Office of Health and Consumer Goods, and also is part of a cross-office team following Health IT.

Steve Miller is an International Trade Specialist in the International Trade Administration’s  Office of Service Industries where he is responsible for knowledge economy issues including health services, research and development services, and university commercialization.

The intersection of information technology and health (hereafter Health IT) has recently been an area of increased focus, jump-started by the American Recovery and Reinvestment Act (ARRA) in February 2009 and the more than $22 billion in ARRA funding designated to bring electronic health records (EHRs) to the majority of Americans by 2014.

However, EHRs are only as useful as the quality of data and images contained within them, and will be trusted by patients when strong privacy and security protocols exist to appropriately control information access.  In addition, healthcare workers need to be trained on how to effectively use EHRs.

All these areas are of high interest to the American Health Information Management Association (AHIMA), an association leading efforts to manage health data and medical records, improve health record quality, and develop certification and education programs for industry members.

ITA’s Manufacturing and Services unit identified Health IT as a priority sector under the National Export Initiative for potentially strong export growth, and looks forward to continuing collaboration with companies and industry trade associations to promote increased Health IT exports of products and services.

On October 2, Assistant Secretary of Commerce for Manufacturing and ServicesNicole Y. Lamb-Hale gave the keynote speech at the inaugural Health Information Innovation Leadership Conference, done in conjunction with AHIMA’s Annual Conference and Exhibit in Chicago.  She provided insight on how innovative U.S. companies can address health information needs in countries worldwide, as well as some of the trade-related considerations about exporting products and services overseas.  In addition, she provided information about available ITA tools to help companies export.

Ms. Lamb-Hale also led an industry roundtable with about 20 AHIMA member companies (from health services, medical device, consultancies and software companies) to learn more about their market access challenges and opportunities as they investigate commercial opportunities abroad.

This was the third roundtable Ms. Lamb-Hale has led with the Health Information Technology (Health IT) industry since June 2011, with the initial event occurring at the White House Conference Center with the support of the Office of National Coordinator for Health IT within the Department of Health and Human Services and the White House Office of Science and Technology Policy.

How New Legislation will Support Our Textile Industry

I am visiting North Carolina today with the Under Secretary of Commerce for International Trade Francisco Sánchez to see first-hand two state of the art textile companies – Unifi and A&E. Recently, President Obama signed into law an important set of technical fixes to the U.S.-Dominican Republic-Central America (CAFTA-DR) Free Trade Agreement that will have a direct impact on jobs at these two companies and sewing thread manufacturers across this state and country.

When the Agreement with our Central American neighbors was negotiated in 2003, there was a definitional loophole that incentivized the use of non-U.S. sewing thread in the assembly of textile and apparel products. As a result of this loophole, U.S. sewing thread manufacturers have seen their business and employment shrink. The Obama Administration immediately set out to address a problem that severely impacted U.S. sewing thread manufacturers.

After years of hard work, President Obama recently signed legislation to close a loophole that has jeopardized businesses and jobs in the U.S. As a result, on Saturday, October 13th, these fixes will be implemented and will have a direct impact on many sewing thread manufacturers in North Carolina. We have every expectation that once the legislation is implemented that U.S. sewing thread producers like Unifi and A&Ewill be able to recapture market share in the critical market.

This is a prime example of what can be accomplished when industry, Congress, and the Administration work toward a common goal.

The U.S. Aerospace Industry: Fueling Economic Growth

We recently celebrated National Aerospace Week, which is a time to look back and appreciate all the pioneers from this industry whose vision and determination literally helped our nation reach new heights — names like Wright, Earhart, Armstrong and Jemison.

This is also a time to enjoy the contributions this great industry makes today. Every time an aircraft is built, it benefits a wide-range of stakeholders, from the businesses that make the parts, to those who assemble and fly the planes. And it’s critical that public and private representatives partner together to maintain our global leadership in this industry by helping American aerospace companies export their products to markets all over the world.

This is important work because U.S. exports are playing a central role in our economic recovery. When a sale is made abroad, it brings back revenue to hire workers here at home. Last year, U.S. exports supported nearly 10 million jobs, an increase of 1.2 million since 2009. Exports also accounted for nearly half of our increase in GDP in 2011.

The aerospace industry played a big part in this growth; it had nearly $87 billion in export sales in 2011. Notably, it had the largest positive trade balance of any U.S. manufacturing industry: $66 billion.  It’s also played an important role in our nation’s economic recovery, which includes 31 straight months of private sector growth, resulting in roughly 5.2 million jobs.

Exporting also has a significant positive impact on wages, resulting in an average increase of 18 percent across U.S. manufacturing industries.  So increasing exports translates to stronger economic security for middle class families. We want to build on that momentum by continuing to push forward with the President’s National Export Initiative, which aims to double U.S. exports by the end of 2014.

We need to do this in a number of ways. One is to get the word out to businesses – both small and large – that agencies like Commerce’s International Trade Administration are ready to help them seize these overseas opportunities.

Another way is to push for more federal investments in research and development and STEM (science, technology, engineering and math) education, as well as for federal policies to ensure that U.S. industry continues to have a competitive edge in aerospace and aviation.

Finally, we must continue to raise awareness abroad, and showcase how products that are “Made in America” represent quality and value. That’s why earlier this summer I attended Farnborough Airshow in the U.K. where the U.S. pavilion showcased the best of the best of America’s aerospace industry. And in August, I met with aerospace companies in Arizona and Colorado to highlight the benefits of strengthening American manufacturing and expanding U.S. exports in order to create jobs.

When new opportunities arise, we need to make sure that this industry can compete on a level playing field. We can’t afford to leave any jobs on the table.  That’s why the Administration has continuously engaged Congress over many months, on both sides of the aisle, urging support for legislation to repeal Jackson-Vanik and extend permanent normal trade relations with Russia because it will help our economy.

Already, the American aerospace industry exports hundreds of millions of dollars in aircraft and parts to Russia each year. If Congress takes action, we’ll not only see the tariff reductions that are already on-track with Russia’s accession, but we’ll also have more tools that we currently lack to address non-tariff issues like intellectual property rights and to raise concerns if there are disputes and problems in Russia’s adherence to World Trade Organization rules.

Such actions will also reward the innovation that defines American companies – and America’s aerospace industry. It is why you see international airlines around the world flying planes built here in the United States.

This industry is part of what defines America – leadership, innovation, competitiveness and strength. Let’s build on that strength – and maintain our edge in the global economy – by continuing to support the industries that employ hard working Americans.
