Colonel Tim Cathcart is the Commander of the I.G. Brown Training and Education Center (TEC) at McGhee Tyson Air National Guard Base, Tenn. As the leader of the Air National Guard's primary Force Development center, he is responsible for delivering Enlisted Professional Military Education and Professional Continuing Education to more than 4,000 in-resident Total Force members per year, as well as typically 50,000 more via blended or distributed learning methodologies. Telling the Air Guard story across the Nation, the TEC creates high-quality media content and strategic messages through the television production studios of TEC TV. In addition, the TEC is the program manager for the Air National Guard Warrior Network satellite broadcast system which reaches all ANG locations around the globe.

Colonel Cathcart began his military career in 1985, as an enlisted traditional Guardsman with the Alaska Air National Guard. In 1990, he received his commission and became a Rescue Navigator on the HC-130 aircraft. He has traveled to nearly 40 countries in support of alert missions and exercises, and has executed more than 75 real-world rescue missions. Additionally, as a Senior Controller with the Alaska Rescue Coordination Center, he directed 269 rescue missions, which saved 90 lives. Colonel Cathcart has also served in leadership positions at the National Guard Bureau's Air Operations Directorate, including as chief of both the Mobility Forces Branch and the Operations Support Branch. At an assignment at the Pentagon, he served on the Joint Chiefs of Staff, Directorate of Operations, J-39 Readiness Division, where he developed readiness analyses and assessments for the Chairman and the Secretary of Defense.

Prior to his current position, Colonel Cathcart was the Deputy Director for Force Development with the National Guard Bureau's Joint Staff. He was responsible for joint professional military education; joint individual, staff, and collective training; joint exercises; doctrine; and implementation of the Joint Training System throughout the National Guard. He is a Master Navigator with more than 2,000 hours of flight time.
