Services Information
Mission: To provide quality Human Resources services to Military personnel (Active, Reserve and National  Guard), Retirees, Family members, Active Duty Casualty Survivors, DoD Civilians, and eligible Contractors in the areas of Military in/out processing,  Military reassignment processing, Military promotions, Military Personnel Records Maintenance, Military  Transition and Military Retirement Services, Military compassionate reassignment/hardship discharge request processing, Military awards/decorations, Military ID Tags, ID Cards and DEERS enrollment.

If you are on orders to transfer to Carlisle Barracks, PA, and you are being assigned as Staff and Faculty or permanent party personnel to the U.S. Army War College or U.S. Army Garrison you will receive welcome notification from the Human Resources Directorate (HRD) with procedures to begin your online in processing. If you have not received this information, please contact the HRD office at DSN 242 or commercial (717) 245-3615 or email CARL_ATWC-CHR@conus.army.mil.

If you are on orders being assigned to the U.S. Army War College in a Student Status – you will receive official welcome notification from the Human Resources Directorate with login and password procedures to begin your online in processing. If you have not received this information, please contact the HRD office at DSN 242 or commercial (717) 245-3615 or email CARL_ATWC-CHR@conus.army.mil.

If you plan on using airline transportation, the airport in Harrisburg , PA is the nearest terminal. Directions from the Harrisburg International Airport are as follows: As you leave the Harrisburg International Airport , go over the bridge and stay on that road for approximately 2 miles. Bear left toward Harrisburg on Route 283. Stay on Route 283 until you see a sign for the PA Turnpike. Pick-up a toll-ticket and proceed toward Pittsburgh . Stay on the turnpike until you come to Exit 16. As you leave the tollbooth, bear right and proceed toward Carlisle on Route 11 South. Turn left at the 2d stoplight (Sheetz/Turkey Hill) onto Harmony Hill Road . At the stop sign turn right onto Clarmont Road . The turnoff for security clearance will be on the left prior to the gate.

Immediately upon arrival, all permanent party officers and enlisted Soldiers must report as follows:

Duty hours (most weekdays 0800 until 1600) report, in proper military uniform, to the Human Resources Directorate In/Out-processingCenter, Bldg. 22, second floor on Ashburn Drive.

Non-duty hours (weekdays 1600 through 0730 and weekends, holidays), Military Police Desk Sergeant: 717.245.4115, Bldg 400.
