Household Goods Information

It is the member's responsibility to contact the Consolidated Personal Property Shipment Office (CPPSO) immediately upon arrival to schedule a delivery date and provide a delivery address and local telephone number. The required delivery date (RDD) for your property that you received at your previous duty station when you arranged your move is not a request for delivery.

  1. All domestic Code 1 shipments of household goods are delivered directly to the destination address, if known to the CPPSO and if member is available to accept delivery. Otherwise it is taken to a local agent's warehouse and placed in Storage in Transit (SIT) pending property owner's arrival and request for delivery. It is the property owner's option to accept delivery or to inform the driver to deliver on the first duty day after the weekend or holiday.

  2. All overseas and Code 2 (containerized) domestic shipments of household goods and/or unaccompanied baggage must be delivered from a local agent's warehouse. These shipments are automatically placed in Storage in Transit (SIT) until the property owner or designated agent contacts the CPPSO to schedule delivery.

  3. Inbound Personal Property Numbers:
    (717) 245-4382 or (717) 245-4381
    DSN: 242-4382 or 242-4381

  4. Outbound Personal Property Counselor's Numbers:
    (717) 245-4968 or (717) 245-4037
    DSN: 242-4968 or 242-4037

Storage Information
Shipments are stored at government expense for up to 90 days. Deliveries from Storage in Transit (SIT) will not be scheduled on weekends or holidays. Average time for delivery from SIT is 8 to 10 days. This varies between carrier agents and number of deliveries previously scheduled for a particular day.

Nontemporary Storage (NTS)
Personnel assigned at a course of instruction lasting more than 20 weeks are entitled to nontemporary storage at government expense for that portion of personal property for which they do not anticipate a need while at this installation. Due to the size of student quarters, it is strongly recommended that arrangements for NTS be made at origin for personal property shipments in excess of 12,000 pounds. (This is a suggested storage weight and will vary between quarters.) If NTS is arranged at origin, the property normally will be placed in a commercial storage facility near the member's current duty station, or Port of Debarkation for personnel returning from overseas assignments.  NTS is only authorized at government expense for property within the total authorized weight allowance and for Service Members who are assigned to Government Quarters.  Due to the numerous deliveries to all personnel of an incoming class, students may be required to retain the excess in their quarters for as long as 3 weeks until nontemporary storage can be effected.

If you are moving into housing on the local economy, you must ensure that the carrier removes all packing and crating material before being released. If you fail to do so, packing materials will have to be removed at your expense. If a carrier agent agrees to return at a later date to remove cartons/packing materials, make sure that you annotate this, including carrier agent's name and office phone number, on the DD Form 619-1 (Statement of Accessorial Services Performed) before you let them leave. If you reside off post (not in government quarters), storage of excess property at government expense is not authorized at destination.

The date of arrival shown on the US Army War College and Carlisle Barracks questionnaire is not a request for delivery of household goods. You must call the CPPSO to arrange delivery. When household goods are to be delivered, the individual or agent must be present. Delivery hours are between 0800 and 1700. Personnel signing for government quarters on the date of delivery should allow sufficient time to inspect quarters prior to scheduled delivery.
