Hey Jaime,
I don't think it's uncommon for Americans to go abroad with Fulbright for a Master's degree or a PhD. In fact, depending on the Fulbright program you're doing, you are often encouraged to be active in an academic setting like a university. I know a few American Fulbrighters in Germany who were researching and working at universities while finishing their PhDs. So some exist! Not too sure about Fulbrighters in El Salvador or in other countries - anyone else know?
Hello everybody. I have met a lot of Fulbright alumni and I like to learn about the experiences that these brilliant persons have had.
Is it common for Americans to go overseas to study a Master's degree or Ph.D with the Fulbright Program? I had the opportunity to meet the last two generations of Fulbright researchers in El Salvador, who participated in this Fulbright U.S. Student Program, and all of them came to El Salvador to conduct research projects. I have never heard of Fulbright students from the United States pursuing Master's or Ph.D degrees abroad with the Fulbright program, at least not in El Salvador. Does it happen in other countries, or is it common? Thank you!

In this day and age, we have to have brain exchange and not so much brain drain, Alina Romanowski, Deputy Assistant Secretary of for Academic Programs, says in this Sunday Times of Sri Lanka interview. DAS Romanowski was in Colombo this past week for the biennial South and Central Asia Regional Fulbright Workshop, which gathers Fulbright implementers to exchange best practices.

Thank you for this clarification. I appreciate it. Actually, I was curious to find out whether it is possible to be selected to both programs, and in the end, the finalist of both the programs decides to choose either Fulbright or Muskie. Is it a viable option? I was informed that the US’s relevant educational agencies decide which program is suitable for the finalist, without giving a chance to the finalist to choose either of them.

Dear Rafig,
Congratulations on being selected as a semi-finalist for both programs. As both the Fulbright Program and Muskie Program are full-time, you must select one should you be selected for both. You cannot hold two U.S. government exchange program grants at the same time.
