| NCEE 20114003 | The Impact of a Reading Intervention for Low-Literate Adult ESL Learners
Adult ESL programs are designed to assist students in their efforts to acquire literacy and language skills by providing instruction through local education agencies, community colleges, and community-based organizations. The content of instruction within ESL classes varies widely and there is little rigorous research that identifies effective instruction. The report, The Impact of a Reading Intervention for Low-Literate Adult ESL Learners, uses data collected from 1,137 adult ESL learners in two cohorts across ten sites in four states. Adult ESL teachers and learners were assigned by lottery to either classrooms using the basal reader Sam and Pat, Volume I , or classrooms using the site’s usual curriculum. Because learners often do not consistently attend adult ESL programs over an extended period of time, English language and reading outcomes were assessed at the beginning and end of one semester for both cohorts of students. Classroom instruction was measured via classroom observations conducted one time in each classroom. |

| NCES 2009063 | Adult Literacy and Lifeskills Survey (ALL) 2003: U.S. Nonresponse Bias Analysis
This report provides the results of a systematic analysis of bias due to the nonresponding persons in the 2003 ALL sample. The ALL estimates of literacy-related skills in the United States are subject to potential bias due to nonresponse at various levels of data collection. The ALL survey estimates of literacy-related skills are subject to unit nonresponse from the screener, background questionnaire (BQ), and assessment, and also subject to item nonresponse to BQ items. The unit analyses were composed of a bivariate analysis, multivariate analysis, and an analysis of the weighting effects on nonresponse bias. The item analyses included a similar study into the effect of nonresponse. The general conclusion of the unit analysis is that the potential amount of nonresponse bias due to unit nonresponse in ALL is likely to be negligible. The item nonresponse analysis revealed some low response rates in certain domains and some indication that a potential for bias may exist. |

The 2003 National Assessment of Adult Literacy (NAAL) assessed the English literacy skills of a nationally representative sample of more than 19,000 U.S. adults (age 16 and older) residing in households and correctional institutions. NAAL is the first national assessment of adult literacy since the 1992 National Adult Literacy Survey (NALS). The NAAL and NALS produced direct estimates of Prose, Document, and Quantitative literacy, each reported on a 0 to 500 scale and on four performance levels: Below Basic, Basic, Intermediate, and Proficient based on this scale. This report provides information on the 2003 NAAL development and implementation, including development of survey instruments; field test and main assessment sample design; assessment items and scoring rubrics; data collection process and quality of the data; weighting, scaling, treatment of missing data, and data analysis. In addition, the NAAL technical report includes detail information on the development of NAAL innovative additions--Fluency Addition to NAAL (FAN) and Adult Literacy Supplement Assessment (ALSA). Other sections of the report contain information about health literacy cognitive items, data collection and analysis in the US correctional institutions and a user’s manual on how to use statistical programs for analyzing NAAL data. The NAAL Technical Report and Data File User’s Manual is a key resource for secondary data analysts and for those who want to understand how NAAL was developed and implemented. |

| NCES 2009034 | English Literacy of Foreign-Born Adults in the United States: 2003
This Issue Brief draws on data from the 2003 National Assessment of Adult Literacy (NAAL) to explore the English literacy of foreign-born adults living in households in the United States. The brief presents the English literacy scores of foreign-born adults age 16 and older by race/ethnicity, age of arrival in the United States, years spent in the United States, highest level of educational attainment, and language spoken before starting school. Scores are reported on three literacy scales: prose, document, and quantitative. Findings indicate that English literacy scores of foreign-born adults varied across a variety of background characteristics. For example, Hispanics, who represented approximately half of foreign-born adults, had lower average prose, document, and quantitative literacy scores than their foreign-born Black, White, and Asian peers. In addition, foreign-born adults who had been in the United States the least amount of time (1 to 5 years) had lower average scores on each literacy scale than foreign-born adults who had spent the most amount of time (21 to 30 years and 31 years or more) in the country. |

The 2003 National Assessment of Adult Literacy (NAAL) assessed the English literacy skills of a nationally representative sample of 18,500 U.S. adults (age 16 and older) residing in private households. NAAL is the first national assessment of adult literacy since the 1992 National Adult Literacy Survey (NALS). The NAAL and NALS produced direct estimates of Prose, Document, and Quantitative literacy, each reported on a 0 to 500 scale and on four performance levels: Below Basic, Basic, Intermediate, and Proficient based on this scale. This report, describes the statistical methodology used to produce the model-dependent—indirect—estimates of the percentages of adults at the lowest literacy level for individual states and counties for 1992 and 2003. The county and state indirect estimates themselves are provided at the NAAL website http://nces.ed.gov/NAAL (the state indirect estimates are also provided in appendices to this report). The measure chosen for the indirect estimation is the percentage of adults lacking Basic prose literacy skills (BPLS). The literacy of adults who lack BPLS ranges from being unable to read and understand any written information in English to being able to locate easily identifiable information in short, commonplace prose text, but nothing more advanced. It should be noted that adults who were not able to take the assessment because they were not able to communicate in English or Spanish (i.e. language barrier cases) are included in the indirect estimates and classified as lacking BPLS because they can be considered to be at the lowest level of English literacy. |
