Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Mastery of management and program analysis principles and concepts in order to perform comprehensive studies and analyses designed to evaluate and improve management programs and practices.
Ability to develop performance measures, evaluate the efficiency and effectiveness of operations, and coordinated analysis of results against established performance metric targets.
Skill in multiple communication techniques to prepare and deliver technically authoritative and persuasive position papers, recommendations, and assessments of complex technical and project administrative issues, in a clear and concise manner.
Knowledge of the Federal budget process and related financial practices and techniques to provide status reports and respond to queries from OMB, and participate in meetings and briefings with OMB and Department officials to provide additional explanation for and defend OIG budget requests.
There is no substitute of education for specialized experience for the GS-13 position.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.

Qualified candidates are assigned a score between 70 and 100.
