Specialized Experience: One year of experience at the GS-14 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:
- Managing an agency-wide program of quality assurance or patient care inspection and oversight activities in a healthcare environment;
- Demonstrated skill, analytical ability and sound judgment to review, analyze and evaluate programs, procedures and problems pertaining to a wide range of factors that affect and influence the management of healthcare delivery both at the facility level and from a nationwide perspective;
- Providing leadership and direction of a healthcare inspection staff ensuring expert support in quality assurance and patient care issues for a regional, central or comparable sized office; and
- Performing in-depth reviews and evaluations of quality assurance procedures, patient care, inspections and oversight projects in a healthcare environment and in conformance with Federal regulations.
In addition to the above requirements, candidates must meet the following:
SELECTIVE FACTOR
The incumbent must have a background of experience in addressing the physical, medical, or psycho-social needs of hospitalized or ambulatory care patients, with experience in one or more clinical settings, or as evidenced by possession of one or more clinical certifications or licensures.
Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
- Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Time-in-Grade: Candidates must have been a GS-14 for fifty-two (52) weeks, if applicable.

- Ability to oversee, supervise, plan and direct the work of a subordinate staff in work related to the management of health care delivery systems and control of work operations to complete quality assurance reviews and inspections of patient care programs.
- Specialized expert knowledge of the principles and practices related to management of health care delivery systems required to serve as an agency expert on completing quality assurance reviews and inspections of patient care programs.
- Expert knowledge to analyze and measure effectiveness, efficiency, and productivity of administrative and technical programs relating to patient care, administrative program(s), and medical documentation requirements sufficient to review, evaluate and analyze information contained in patient medical records and quality assurance documents.
- Ability to produce professional written products relative to health care issues, as well as to critique written products to ensure that the products are grammatically correct, and conclusions and recommendations are fully supported; and skills in oral communication sufficient to prepare and present to management clear, concise, logical, accurate, and coherent reports and documents.
