POSITION SUMMARY

The incumbent serves as an Auditor in the Office of the Inspector General (OIG) responsible for participating and assisting senior auditors in conducting financial or performance audits throughout the Agency to assess the economy, efficiency, and effectiveness of programs, functions, systems or operations. As such, the incumbent, working with senior staff: performs audit work; coordinates work with Agency management during the course of audits; develops and documents audit findings, conclusions, and recommendations; drafts segments of audit reports for submission to the team lead. Assigned duties are selected to broaden skills and provide practical experience for progressively more complex assignments.



ADDITIONAL POSITION INFORMATION

- The incumbent will serve as an auditor in the Financial Statement Audit Branch, the Financial Management Audit Branch or the Acquisition and Contracts Audit Branch.

- The full performance level of this position is GG-13; however, this position is being advertised at grade levels 7 and 9. Selected applicants will complete appropriate formal training courses, receive tailored instruction, guidance, on-the-job training, and supervision designed to develop the employee toward reaching the competencies necessary for successful career progression to the full performance level of the position. All candidates selected will automatically be enrolled into the Occupational Advancement Program (OAP). OAP participants are eligible for promotion to the next grade up to the full performance of the position on an annual basis.

- As a junior auditor, the incumbent will conduct the complete various activities of the audit life cycle for complex financial, acquisition, contract and other performance audits. Specifically, the incumbent performs on a team as a working auditor conducting examinations, tests, and analyses; developing audit findings; preparing substantiating workpapers; participating in meetings with organizational and program officials throughout the audit; and discussing audit findings and recommendations with appropriate officials. The incumbent should be able to understand and assess complex issues, analyze programs and activities, and recommend appropriate action; interact with senior DIA officials; and work productively and with guidance in a team environment. Excellent written and oral communication skills, the ability to apply Government Auditing Standards, discern key issues, and draw appropriate conclusions are also required.

- Using excellent written and verbal communication skills, develops and documents audit findings in work papers in accordance with government auditing standards. Concludes on audit segments with recommendations designed to improve the efficiency or effectiveness of Agency operations. Drafts segments of audit reports for senior auditor and team lead review.

- With guidance, oversees, reviews or reperforms Independent Public Accountant work, if applicable.

- Participates in interviews and meetings with organization and program officials throughout the audit.

- Performs other duties as assigned.

BASIC REQUIREMENTS

A. Applicants must show successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester/36 quarter hours in accounting. The 24 semester/36 quarter hours may include up to 6 semester/9 quarter hours of credit in business law. (The term "accounting"" means ""accounting and/or auditing"". Similarly, ""accountant"" should be interpreted, generally, as ""accountant and/or auditor"".)

OR

B. Combination of education and experience--at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following:

--Twenty-four semester/36 quarter hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 semester/9 quarter hours of business law;

--A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

--Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester/22 quarter hours, but that does not fully satisfy the 24-semester-hour/36-quarter-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the four-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester/36 quarter hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

ADDITIONAL EXPERIENCE AND EDUCATION REQUIREMENTS

In addition to meeting the basic entry qualification requirements, applicants must have had either specialized experience and/or directly related education in the amounts shown below. Education and experience may be combined to meet the total experience requirements.

1. The experience requirement may be met by successful completion of two (2) full academic years of graduate level education; OR completion of all requirements for a closely related master's or equivalent graduate degree; OR completion of all requirements for an LL.B. or J.D. degree, if related.

OR

2. Qualifying experience for the GG-9 level includes 6 months of specialized experience at least equivalent to the GG-8 or GS-8 level; or one (1) year of specialized experience at least equivalent to the GG-7 or GS-7 level, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position."
