POSITION SUMMARY

The incumbent serves as an Auditor in the Office of the Inspector General (OIG) responsible for conducting complex financial or performance audits throughout the Agency to assess the economy, efficiency, and effectiveness of DIA programs, functions systems or operations. As such, the incumbent performs as a working auditor and auditor-in-charge conducting the complete range of audit life cycle activities, from survey planning through follow-up of audit work. Reviews the work of other team members for compliance to government auditing standards; develops audit findings, conclusions and recommendations. Develops segments of audit reports to be incorporated in the final audit report for review of the supervisor.




ADDITIONAL POSITION INFORMATION

- The incumbent will serve as an auditor in the Acquisition and Contract Audit Branch.

- The full performance level of this position is GG-13. Candidates selected at the grade 11 or 12 will automatically be enrolled into the Occupational Advancement Program (OAP). OAP participants are eligible for promotion to the next grade up to the full performance of the position on an annual basis.

- Conducts the complete range of audit life cycle activities of complex contract or acquisition
audits and attestations. Performs on a team as a working auditor or auditor-in-charge, developing audit plans and schedules, gathering and analyzing data, reviewing the work of other team members, making recommendations, documenting findings and conclusions, and identifying potential issue areas for future audits.

- Coordinates work with Agency management and interacts with senior DIA officials during the course of audits. Establishes and conducts meetings and conferences to discuss areas of concern and to obtain additional or clarifying data required to analyze and isolate problems. Provides input for development of audit proposals and the annual audit plan for submission to the supervisor. Understands and assesses complex issues, analyzes Agency programs, functions, systems or operations and recommends appropriate corrective actions. Works productively and without constant supervision in a team environment. Possesses and applies knowledge of federal contract and acquisition regulations and standards. Excellent written and oral communication skills and the ability to discern key issues and draw appropriate conclusions are also required.

- Ensures work papers and other audit documentation are complete and in compliance with government auditing standards. Ensures findings are based upon regulatory and statutory provision and are addressed to the appropriate Agency element(s).

- Writes concise draft reports or segments of audit reports to incorporate in the final for
submission to supervisor.

- Briefs OIG and senior management on the results of audit work.

- Performs other duties as assigned.

1. Possess a relevant professional certification to include Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Government Auditing Professional (CGAP), Certified Government Financial Manager (CGFM), or Certified Defense Financial Manager (CDFM).
2. Experienced in conducting Federal or DoD contract audits using federal government audit standards to determine compliance with laws, regulations or standards.
3. Possess a Defense Acquisition Workforce Improvement Act (DAWIA) certification.



POSITIVE EDUCATION REQUIREMENTS

BASIC REQUIREMENTS

A. Applicants must show successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester/36 quarter hours in accounting. The 24 semester/36 quarter hours may include up to 6 semester/9 quarter hours of credit in business law. (The term "accounting"" means ""accounting and/or auditing"". Similarly, ""accountant"" should be interpreted, generally, as ""accountant and/or auditor"".)

B. Combination of education and experience--at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following:

--Twenty-four semester/36 quarter hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 semester/9 quarter hours of business law;

--A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

--Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester/22 quarter hours, but that does not fully satisfy the 24-semester-hour/36-quarter-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the four-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester/36 quarter hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
