Engineers Estimate
Engineer’s Estimating, Bidding, Award and Construction System (EEBACS) web program is a software program that the Federal Lands Highway (FLH) Divisions and their consultants are required to use for project development, advertisement, and contract award. FLH consultants can receive access instructions to the EEBACS program, including the pay item database and bid history, by contacting your COR for access to download EEBACS. EEBACS replaces the Engineers Estimate System.
