Who Are We?

Latonia Page
Latonia joined the PMF Program in September 2012 as the Student
Programs Manager. In this role, she has oversight of all student
programs, including the newly-formed Pathways Programs, of which
PMF is a key component. As a proud PMF alumna (Class of 2001),
Latonia is deeply committed to advancing the Pathways Programs for
which she provides oversight and guidance; particularly the
prestigious flagship PMF Program. Prior to joining the team,
Latonia served as the Executive-in-Residence at OPM's Eastern
Management Development Center (EMDC). With her experience in career
education and development services for government leaders, Latonia
brings a wealth of operational and managerial experience to address
the challenges faced by public sector organizations. Before her
time at OPM, Latonia served in a variety of leadership and
managerial positions at the Food and Drug Administration. A Gulf
War veteran, Latonia served eight years in the United States Air
Force. In addition to a degree in social work from Texas Tech
University, Latonia holds a Master's of Science from the University
of Texas at Austin.

Aubrey Whitehead
Aubrey began his tenure as PMF Program Team Lead in July 2012.
In this role, he develops and implements the strategic plan and
direction of the premier fellowship program to identify, recruit
and train the Federal government's next generation of leaders.
Aubrey last served as Deputy Executive Director for the Bureau of
Educational and Cultural Affairs, and the Bureau of International
Information Programs at the U.S. Department of State. Before
joining the Federal government, Mr. Whitehead held several
executive-level positions within private industry working closely
with the Department of Veterans Affairs, Missile Defense Agency,
and the Intelligence Community. He also served honorably as an
officer in the United States Air Force for eight years, and was an
Assistant Professor of Aerospace Studies at the Ohio State
University. In addition to a degree in Nursing, and a Bachelor's in
Psychology from the State University of New York at Buffalo, Aubrey
holds a Master's degree in Human Resources Development from Webster
University.

Rob Timmins
Rob first started his Federal career in 1991 at the U.S. Naval
Sea Systems Command and a year later transferred to the U.S. Office
of Personnel Management (OPM). During his 20+ year history with
OPM, Rob worked on Government-wide programs such as the National
Security Education Program, Scholarship for Service, and the former
Presidential Management Intern (PMI) Program, which is now the PMF
Program. He has been a member of the PMF Program Office for 10+
years and serves as the lead on policy, guidance, and changes in
status. In addition, Rob was a Search and Rescue Officer with the
Civil Air Patrol and a Police Officer with the Fairfax County
Police Department in Virginia for 5 years. Rob is the oldest of 6,
is married to his husband, Jeff, and lives in the Georgetown area
of Washington, DC.

Deidre Sexton
Deidre joined the PMF Program staff in May 2010. She came from
the Defense Contract Management Agency where she was the Program
Manager of the Tomorrow's Leaders Initiative. Deidre has 20 years
of service with the Federal Government where she has worked in the
areas of publications, public affairs, and human resources. Deidre
is the lead for training and development of PMFs.

Todd Hewell
Todd joined the PMF Program staff in January 2010. He assists
primarily with the operations and information technology systems of
the PMF Program; recently serving as the event manager for the PMF
2012 Job Fair. Prior to the PMF Program, he worked in OPM's Human
Resources Products and Services Division from 2009-2010. He
previously served at the White House from 2007-2009 and assisted
with the 2009 Presidential Transition, and at the U.S. House of
Representatives from 2005-2007. He graduated from the Kelley School
of Business Mitte Honors Program at Indiana University, majoring in
finance and business process management with a minor in political
science.

Elda
Muco
Elda joined the PMF Program team in March 2010. She is a
graduate of the George Mason University with a MA degree in
Industrial/Organizational Psychology currently serving as the PMF
Assessment Lead. Elda's primary focus is the development and
deployment of the new and reinvigorated PMF assessment process. She
also focuses on program metrics, surveys, studies, and research to
thoroughly evaluate and ensure the effectiveness of the PMF
Program.

Andrew Grebe
Andrew Grebe serves as the business operations and financial
lead in the PMF Program Office. In this role, he provides program
support and analysis for budget, contracting, acquisitions, and
operational logistics. Andrew is also involved with OPM's
Innovation Practice as a founding member of the Innovation Design
Team at OPM. He joined the PMF Program Office in May 2010 after
graduating with a Bachelor of Science degree in Finance from
Florida State University's College of Business. Prior to his work
in the PMF Program Office, he served as a student intern in OPM's
Employee Services, Resource Management Office.

Rachel Dorman
Rachel Dorman joined the Student Programs team in May 2010. In
this role, she provides policy guidance on Pathways Programs.
Rachel has more than 10 years of Federal experience and has
previously worked in Policy and Human Resource capacities at the
U.S. Departments of Labor and Commerce. Rachel holds a B.A. in
Human Services from The George Washington University.

Cassandra Castro
Cassandra started with OPM in 2009. In January of 2010 she joined
the Student Programs and provides support to all aspects of the
programs. She is currently pursuing a Bachelor of Arts degree in
Psychology and will be completing her studies at Liberty
University. |

Juanita Wheeler, PMF Special Project
Manager
Juanita came to OPM in June 2010, from over 23 years in the
Department of Defense (DoD). While in DoD she worked at various
Army installations and for the Defense Contract Management Agency
(DCMA). At DCMA she was the Chief, Human Capital Investment Branch
with oversight over the intern and premier leadership development
programs. As of December 2011, Juanita's total focus is on the
development and deployment of the reinvigorated PMF Program for
implementation for the PMF Class of 2013.

What Do We Do?
- Perform overall management of the Program.
- Develop strategies for attracting and recruiting graduate
students with diverse backgrounds into the PMF Program.
- Develop and conduct a rigorous applicant assessment and
selection process to determine a pool of Finalists.
- Market the PMF Program to Federal agencies and departments and
to accredited graduate schools.
- Provide structured development programs and activities
including orientation and graduation training sessions.
- Serve as a conduit for effective communication among all
members of the PMF Program community: Agency PMF Coordinators,
supervisors, educational institutions, assessors, applicants, and
Fellows.
- Provide agencies with access to systems and information needed
to administer the Program in their agency.
- Evaluate the effectiveness of the PMF Program.
In general, we help to bring the best new leaders into the
Federal government!
