Superfund Alternative Approach Baseline Assessment (EPA/540/R-11/001) April 2011
 
SITE was established by EPA's Office of Solid Waste and Emergency Response and the Office of Research and Development (ORD) in response to the 1986 Superfund Amendments and Reauthorization Act, which recognized a need for an "alternative or innovative treatment technology research and demonstration program.

Years ago, people were less aware of how dumping chemical wastes might affect public health and the environment, leading to uncontrolled or abandoned hazardous waste sites. Citizen concern over the extent of this problem led Congress to establish the Superfund Program in 1980 to locate, investigate, and clean up the worst sites nationwide.
