GHI Country Strategy
The U.S. Government’s shared vision for Uganda is one in which the government and the private sector are capable of, committed to, and taking concrete steps toward ensuring that the health system continuously provides the kind of quality, accessible, affordable, effective, and timely care that women and newborns need. The U.S. team in Uganda intends to pursue a coordinated program – in full support of and fully aligned with the Government of Uganda’s health priorities – to accelerate reductions in maternal and newborn mortality and facilitate the consolidation of a formal and community health system that is functional, responsive, and sustainable. The program will accomplish this through the following interrelated focus areas:

  1. Improving access to quality and integrated maternal and reproductive health services
  2. Improving health systems to strengthen the delivery of health services
  3. Increasing demand for and utilization of quality health care services

The health challenges in Uganda are many. The decision to focus the Global Health Initiative (GHI) Strategy for Uganda on maternal and neonatal mortality reflects careful consideration of these challenges and their potential solutions, the comparative advantages of the U.S. Government, and the imperative of saving mothers’ lives. The United States is one of the few donors in Uganda focusing on maternal and neonatal mortality; it brings enormous capacity to provide district-level technical assistance and to integrate with other key interventions in which the United States also invests, such as malaria, HIV/AIDS, and family planning.

GHI Principles in Action – Build Sustainability through Health Systems Strengthening
GHI’s Saving Mothers, Giving Life endeavor is working to strengthen the health systems in specific districts in Uganda to prevent the deaths of mothers and children in the 24 hours surrounding birth. Through this district health strengthening, the program aims to comprehensively address health system bottlenecks and create system-wide health delivery solutions. Saving Mothers, Giving Life is seeking to demonstrate more effective ways to link transportation and health care facilities for urgent care. Ultimately, this approach will bring health systems toward an appropriate level of care for communities to access emergency and other health services.
