Maj. Gen. Margaret H. Woodward is the Air Force Chief of Safety, Headquarters U.S. Air Force, Washington, D.C., and Commander, Air Force Safety Center, Kirtland Air Force Base, N.M. She develops, executes and evaluates all Air Force aviation, ground, weapons, space and system mishap prevention, and |
nuclear surety programs to preserve combat readiness. Additionally, she directs research to promote safety awareness and mishap prevention, oversees mishap investigations, evaluates corrective actions, and ensures implementation. Finally, she manages, develops and directs all Air Force safety and risk management courses.

Aviation Safety's (SEF) mission is to preserve warfighting capability through prevention of aviation and aviation related mishaps, injuries and fatalities. This is done by facilitating through investigation, expert analysis and review of both individual and aggregate mishap data, and feedback to the operational units that will assist them in operational and individual risk decision-making. SEF accomplishes their mission through reactive and proactive processes.

SEG develops Air Force Ground Safety Programs and Procedures. In addition, Ground Safety develops and maintains current Air Force Occupational Safety and Health (AFOSH) standards. It performs oversight, conducts MAJCOM/DRU/FOA Ground Safety program evaluations, and provides staff assistance. Ground Safety maintains liaison with governmental and non-governmental agencies as a USAF member or a consultant representative to national consensus standards and mishap prevention committees and organizations. Ground Safety also performs mishap final evaluations and provides lessons-learned and analyses to USAF units.

The Weapons Safety Division (SEW) provides for safety certification of nuclear systems and equipment; maintenance of nuclear weapon system safety rules; certification for use of new or modified conventional munitions; development of Air Force, Joint, and OSD explosives safety policy and standards; safety approval of explosives facility siting and construction plans; hazard classification of munitions for storage and transportation; conventional munitions and nuclear mishap reporting, investigation, and analysis; radiological safety associated with weapons and reactor operations and historical weapons maintenance and mishap locations; and weapons safety program oversight, staff assistance, and education.

The Safety Education, Media and Force Development Division serves as the foundation of excellence in ensuring the continuous professional development of all personnel assigned to Safety staffs and/or supporting Safety, AF-wide. Being the leader in Safety learning and performance, provides education and training to achieve work-related competencies, performance and fulfillment to aid mishap prevention efforts. The program provides the requisite safety education and training to enhance safety knowledge, skills, and abilities that enhance aerospace power by eliminating mishaps through proactive hazard identification and risk management. The education and training encompasses all Safety disciplines: aviation, ground, weapons, space and missiles, to ensure mission ready capabilities are preserved for the United States Air Force. The program ensures current and future mishap prevention requirements and opportunities are addressed by providing interactive education and training through on-site classroom course offerings, web-based course offerings, distance learning courses, seminars, work groups, teams and senior leader forums. Additionally, the program provides all Airmen enhanced knowledge of these requirements through the proactive marketing of Safety events, issues and concerns through print and visual media such as award-winning magazines, newsletters, videos and commercials.

The people of the Analysis and Integration Division (SEA), a combination of Air Staff and Safety Center resources, ensure proactive mishap prevention guidance for all safety disciplines including nuclear surety by providing interactive dialogue and program expertise. They promote Operational Risk Management through the use and integration of proven risk identification and assessment principles and techniques into policy, plans, and program development. Their overall safety knowledge and weapons systems experience place them in the forefront to represent United States Air Force interests as members of numerous boards, panels, committees, and working groups involved in developing safety policies and programs. SEA is responsible for development of the Air Force Safety Strategic Plan. The division also manages and maintains the USAF Safety Database for all mishaps, responds to customer requirements for mishap data, and oversees the development and management of the Safety Automated System (SAS), providing the Air Force with an internet-based mishap-reporting data entry and retrieval system. The SEA Division is comprised of four branches; Integration and Analysis (SEAI), Computer Programming (SEAC), Research and Epidemiology (SEAR), and Information Technology Systems (SEAT). The Air Force Safety Awards and Operational Risk Management Program Managers also reside in the SEA Division.

The Safety Issues Division (AF/SEI)is located in the Pentagon to provide a direct interface with other Air Staff directorates. AF/SEI facilitates responses to questions on safety-related issues raised by the chief of staff and members of other services' staff. AF/SEI represents the Chief of Safety at Air Staff meetings and boards. |
