James G. Neighbors, a member of the Senior Executive Service, is the Director, Office of the Under Secretary of Defense for Personnel and Readiness, Enterprise Services, OUSD(P&R)/ES, Pentagon, Washington, D.C.

Born in Belleville, Ill., Mr. Neighbors entered federal civil service in 1980 as a cartographer and physical scientist at the Defense Mapping Agency and Aerospace Center, St. Louis, Mo. He has a wide breadth of experience, from working as a computer systems analyst in the joint environment to serving as the Air Force Year 2000 program manager. He has also served as the Technical Director and acting Deputy Commander for the Air Force Communications Agency and Director of the Air Force SES Management Office. Prior to his current position, he was the Principal Deputy Director, Requirements and Strategic Integration, Office of the Under Secretary of Defense for Personnel and Readiness, OUSD(P&R)/RSI, Washington, D.C.
