A soldier and his wife reviewing information on a computerThe Army is determined to continuously provide the highest level of personnel and financial management support for its Soldiers. The Integrated Personnel and Pay System-Army (IPPS-A) will provide Soldiers improved online access to their personnel record and the ability to initiate Human Resources personnel action requests 24 hours a day via IPPS-A’s Common Access Card (CAC)-enabled Web portal. At Release One Soldiers will have the ability to view their Soldier Record Brief (SRB), which will eventually replace the Enlisted and Officer Record Briefs.

After all five releases are deployed, Soldiers will have the ability to:

  • View their full personnel record and SRB
  • Submit a Human Resources request, for example:
    • Select benefit options
    • Enroll in a Thrift Savings Plan
    • Change direct deposit information
  • Initiate and monitor Human Resources actions within IPPS-A
  • Update their own personal information for approval
  • Perform many other pay and personnel functions

Soldiers can be confident that a submitted adjustment will be applied across the system once approved by assigned HR Professionals in IPPS-A.

As Soldiers transition between assignments, deployments, and Components, IPPS-A will assist Soldiers in more easily executing their mobilization and demobilization. As a result, HR Professionals will have the ability to decrease errors in information, loss of data, and delays in pay transactions.

Army Guardsmen and Reservists

The Army recognizes that transitions between Components currently pose information transfer challenges for Soldiers. In response to this challenge, IPPS-A’s multi-Component database will create a system that better facilitates Soldiers’ transitions, or Continuum of Service, between Active and Reserve Components. More specifically, personnel and associated pay transition actions will occur electronically and will enable HR professionals and Leaders to more easily approve and process transactions. Soldiers, regardless of their Component, will have a comprehensive record of their service via IPPS-A.

IPPS-A will also convert retirement points for Army Guardsmen and Reservists from legacy systems and will calculate and maintain any points earned after IPPS-A is implemented. IPPS-A will serve as the main source of data for computing Reserve Retirement Eligibility based on service and accumulated retirement points data. The system will also allow users to calculate their approximate retirement pay based on a user-defined projected retirement date and projected retirement pay grade.

IPPS-A’s current release approach is scheduled to provide initial capabilities to the Army National Guard and Army Reserve at different times. This approach helps ensure that the Army reduces program risk associated with complex system interfaces and delivers a system that meets the needs of all Components.
