An Army HR professional workingMilitary and Civilian Human Resource (HR) Professionals are critical to the Army’s mission to provide dedicated personnel and pay support to Soldiers. HR Professionals will be one of the key groups of individuals who will benefit from the Integrated Personnel and Pay System-Army (IPPS-A). Specifically, the system will help HR Professionals better execute Army HR activities by:

  • Reducing personnel data entry into multiple databases
  • Reducing the need for manual data entry to support pay activities
  • Enabling personnel data updates to trigger automatic pay transactions
  • Increasing the timeliness and accuracy of Solider pay and benefits
  • Granting access to multi-Component information in a single system
  • Supporting personal data update submissions and approvals

Streamlined Army HR

IPPS-A will be incrementally released over the next six years and will subsume many stove-piped personnel and pay systems currently in use. This decrease in HR databases will increase data accuracy as well as the amount of time HR Professionals spend learning about new and updated capabilities for multiple HR Systems.  With less error corrections and less time needed on training, HR Professionals can spend more time executing their day-to-day mission–supporting Army Soldiers.

Capabilities

IPPS-A will serve as HR Professionals’ one-stop-shop for timely and accurate personnel and pay data. Upon full implementation, HR Professionals will have the ability to directly populate information changes across IPPS-A via Common Access Card (CAC)-enabled access. In addition, HR Professionals will have access to the all new Soldier Record Brief and nine reporting capabilities, beginning in IPPS-A’s first release scheduled for no later than fiscal year 2013. This first release will help users familiarize themselves with IPPS-A navigation, the Soldier Record Brief, and the nine multi-Component pre-formatted personnel reports. This familiarization will be necessary to prepare users for IPPS-A’s expanded capabilities after its second release. Users will continue to use current systems for all HR transactions during Release One.

Soldier Record Brief

The Soldier Record Brief (SRB) is a management tool that will be used in Soldier utilization decisions. The SRB also represents a snapshot of a Soldier’s military career and displays personal information, qualifications, skills, training records, assignment history, and other Soldier data. The SRB will eventually replace both the Officer and Enlisted Record Briefs for all Army Components. In addition, the SRB will eventually serve as an official document to support the Army Selection Board Process. A walkthrough of the SRB is scheduled for release in February 2013.

Nine Reporting Capabilities

These nine reporting capabilities will provide HR Professional pre-formatted multi-Component reports that may be manipulated to meet each HR Professional’s individual need.

  • Personnel Management Report helps HR Professionals forecast personnel gains and losses within an organization.
  • Assigned Duty Title Report provides a roster of personnel to help HR Professionals monitor vacant duty positions in an organization. This report is similar to the Unit Manning Report currently used.
  • Demographics Information Report provides a snapshot of an organization’s demographic make-up and can be used to help monitor an organization’s diversity.
  • Certification & Qualification Report lists personnel’s particular military and civilian education, technical certifications, and special skills.
  • Member Availability & Restriction Report provides information on Soldiers’ limitations from particular assignments, deployments, and/or training. This report could also be used to help leadership forecast Rear Detachment personnel and identify late-deployed personnel.
  • Overseas & Deployment History Report tracks “dwell time” and personnel’s previous deployments and overseas information. This report can also be used to track an organization’s deployment stabilizations.
  • Annual Records Review Report tracks annual Soldier requirements or personnel actions that need to be completed.
  • Service Data Report tracks service dates and eligible Soldiers for pay actions, selection boards, and other related data. This report may be used to monitor Soldiers who are eligible to ETS or retire.
  • Promotion Information Report tracks promotable strength and Soldiers’ promotion related data.

HR Professional Access and Audit Improvements

The Army is committed to ensuring IPPS-A meets Department of the Army and Department of Defense access and audit readiness guidelines. Compliance with these regulations helps maintain the integrity of personnel and pay data and ultimately protects Soldier’s personal information. Upon full release, IPPS-A will include HR Professional-driven management controls to ensure that any Soldier-submitted update via IPPS-A is validated for accuracy. In addition, electronically automated HR processes will reduce manual workarounds, improving the efficiency and accuracy of Army HR management. IPPS-A management controls will provide HR Professionals access only to their assigned Soldiers’ personnel and pay information. These safeguards comply with existing Army need-to-know policy and ultimately protect Soldier information.

MILPAY Mission Transition to HR Professionals

The Army understands that the relationship between personnel and pay calls for a more integrated approach to HR management. In response, IPPS-A’s fourth release will provide HR Professionals pay service capabilities. This release will be part of the Army’s MILPAY mission transition from the Finance Corps to Army HR. Associated training will be provided by both the IPPS-A implementation team and the Soldier Support Institute (SSI).

Army National Guard and Army Reserve HR Professionals

IPPS-A will uniquely support Army National Guard and Army Reserve HR Professionals by helping them complete required activities when mobilizing and demobilizing a Soldier. Release Two will subsume the functions contained in SIDPERS-ARNG to provide personnel readiness management and essential personnel services initially to the Army National Guard. The Army Reserve will obtain personnel readiness management and essential personnel services functions in Release Three with the Active Component. All of IPPS-A’s capabilities will be available to all HR Professionals, regardless of their Component upon the system’s full implementation.  Access to these capabilities will help HR Professionals more easily facilitate Soldiers’ transitions between Components, assignments, and deployments throughout their careers. In addition, both deployed unit and Rear Detachment HR Professionals will have the ability to track their assigned Soldiers with IPPS-A.

Army Civilian HR Professionals

IPPS-A’s first release will not provide access to Army Civilians. Because personnel transactions will still be conducted in current systems throughout Release One, Civilian HR Professionals will fulfill their responsibilities as they do today. Beginning with IPPS-A’s second release, authorized military personnel will have the ability to appoint Army Civilians as “Persons of Interest.” This designation will then enable selected Army Civilians to gain appropriate access to IPPS-A.
