A solider reading IPPS-A documentationThe Integrated Personnel and Pay System-Army (IPPS-A) is the Army’s Web-based Human Resources (HR) solution to provide integrated HR capabilities across all Army Components. Once implemented, IPPS-A will create a comprehensive personnel and pay record for all Soldiers, for their entire Army careers.

A System that Improves Army HR

IPPS-A is designed to alleviate the Army’s current reliance on more than 50 stove-piped HR systems that do not properly share information with one another. As a result of its implementation, IPPS-A will provide a centralized resource for Soldiers, Leaders, and HR Professionals to better manage personnel and pay information.

A System that Automates Pay and Improves Access

IPPS-A’s integrated HR capabilities will for the first time enable Army personnel data updates to automatically trigger Soldier pay transactions. This capability will ensure Soldiers receive timely and accurate pay once a personnel change is made (e.g., promotion or change in dependents). In addition, the Army will improve access to personnel and pay information by providing a self-service IPPS-A Web portal from any internet connection with Common Access Card (CAC) authentication. Together, these capabilities create a more accurate and reliable HR system for Army Soldiers, Leaders, and HR Professionals.

A System Released Over Time

IPPS-A will be launched incrementally in five phases, or “releases,” over the next six years. Each release will build upon the system’s previous release, starting with IPPS-A’s first release planned for fiscal year 2013. This first release will interface with 17 personnel systems and build the foundational database of trusted personnel data for all future releases. In addition, this release will provide each Soldier access to the Soldier Record Brief, an eventual replacement for the Officer and Enlisted Record Briefs, and nine multi-Component reports for HR Professionals

IPPS-A’s subsequent releases will interface with current HR and Pay systems and in certain cases, subsume their functions. IPPS-A will ultimately subsume over 50 HR and Pay systems currently in use. Before any system’s functions are subsumed, the Army will conduct an analysis to ensure that each subsumed system’s functions can be accomplished with IPPS-A. Learn more about IPPS-A’s deployment.

Familiarization with Release One

IPPS-A’s first release will provide users a foundational database of multi-Component personnel information. IPPS-A will use this information to populate the Soldier Record Brief, which will eventually replace the Officer and Enlisted Record briefs, and nine pre-formatted personnel reports. These nine pre-formatted personnel reports will enable HR Professionals to produce reports without having to access multiple systems. Therefore, HR Professionals are encouraged to familiarize themselves with IPPS-A at Release One. Soldiers should also familiarize themselves with IPPS-A and the Soldier Record Brief as they will eventually be used for promotion boards.

Familiarization with IPPS-A will prepare users for using the increased functionality provided in subsequent releases. During IPPS-A’s first release, users will continue to use current systems for HR transactions and are encouraged to explore IPPS-A.

A System that Safeguards Critical Information

The Army recognizes the sensitivity of its Soldiers’ personnel and pay data. To ensure IPPS-A safeguards this information the Army will only provide users access to IPPS-A via secure Common Access Card (CAC) authentication. IPPS-A will also incorporate audit trails of all transactions, encrypt data, require electronic signatures and incorporate additional military and industry-standard measures. Simultaneously, IPPS-A’s automatic internal controls will help maintain the accuracy and integrity of personnel and pay information by identifying transaction discrepancies. Together, these measures will enable the Army to provide a centralized personnel and pay system that is secure and accessible only to authorized users.
