JOB SUMMARY:

The National Indian Gaming Commission is an independent Federal regulatory agency whose primary mission is to regulate gaming activities on Indian lands for the purpose of shielding Indian tribes from organized crime and other corrupting influences; to ensure that Indian tribes are the primary beneficiaries of gaming revenue; and to assure that gaming is conducted fairly and honestly by both operators and players.

The National Indian Gaming Commission’s (NIGC/Commission) Information Technology (IT) Auditor shall perform duties as assigned and delegated from the Director of Compliance. The Director of Compliance shall have supervisory responsibility for NIGC’s Audit Division and shall be responsible for ensuring that this program supports and furthers the goals of the Commission.  This position requires experience in the gaming regulatory arena, information technology, computerized accounting systems, familiarity with the Indian Gaming Regulatory Act of 1988 (IGRA), and appropriately documenting/creating clear written reports reflecting audit findings.

 

This position is located in Tulsa, OK

 

Salary Information:  GS-12 $68,809-$89,450 per annum

 

These positions are in the Excepted Service. Competitive Service Status is not acquired under this appointment. Merit promotion procedures do not apply.

The major duties of The IT Auditor include, but are not limited to the following:

 

  • Audits and reviews detailed information technology (IT) general controls at tribal gaming operations to ensure compliance with the regulations of the National Indian Gaming Commission (NIGC) and the provisions of the tribal gaming ordinance/resolution related to IT, computerized gaming systems and other gaming associated equipment, to include data center operations and security, change management, application control reviews, systems development, database management and security, network administration, data recovery and physical and logical access security.  Additionally, incumbent may assume a leadership position in the conduct of such assignments at the direction of the Director of Compliance.
  • Provides individual gaming operations training, in addition to public speaking engagements related to IT and IT-related standards and controls with implementation and testing to an audience with extremely varied technical and financial backgrounds.
  • Provides technological guidance and assistance in the performance of IT-based audits and reviews.
  • Maintains liaison as the Commission’s representative with the tribal governments with respect to IT and IT-related gaming matters.
  • May conduct audits to investigate alleged violations of the NIGC regulations related to IT and computerized gaming systems and other gaming associated equipment, prepares reports and testifies in administrative hearings or other proceedings as designated by the Commission to hear such matters.
  • Monitors and revises if necessary, IT and IT-related audit objectives designed to accommodate new and ever changing hardware, software and network technologies.

In addition to the Specialized Experience requirement for this position, applicants must meet the Education Requirement described below:

Minimum Qualification Requirements GS-12:


To qualify for the GS-12 level, you must possess one full year of specialized experience. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11).


Specialized Experience:

 

Specialized experience is defined as knowledge of Electronic Gaming Machines, relevant internal controls, participating manufacturers, industry protocols and industry best practices.  The knowledge of and demonstrated ability to apply IGRA and NIGC regulations, bulletins and other NIGC documents that pertain to Indian gaming.  As well as knowledge of and demonstrated ability to apply methods required to conduct audits pertaining to matters of interest to NIGC, including, but not limited to, following a prescribed audit plan or developing an audit plan to address a specific inquiry, appropriately documenting substantive testing, observations and questionnaires, preparing concise and clear written reports reflecting audit findings and testifying in administrative hearings or other proceedings.  In addition, knowledge of various types of gaming encountered in Indian gaming operations and the ability to distinguish between Class II and III gaming as defined in IGRA and NIGC regulations.

 

  • Possess a high degree of network systems security; both physical and logical, i.e. privileged user accounts, user authorizations, system access authentications, system access monitoring, denial and reporting.   

 

  • Possess a working knowledge of networked financial, accounting and gaming software systems, i.e. wide-area gaming networks and ‘stand-alone’ computerized systems.

 

  • Possess a working knowledge of Information Technology Department operations, i.e. IT policy and procedures, asset management, IT personnel and non-IT end-user management, vendor management, data management and disaster / business recovery management.

 
Qualifications:   A BS/BA degree in Computer Science, Accounting, Information Systems / Engineering or closely related field is required. Applicant should have a minimum of Five (5) years of post-collegiate Information Technology experience and three (3) years post-collegiate Indian and /or State gaming regulatory experience.   Professional certification is preferred.

CONDITIONS OF EMPLOYMENT

A preliminary background check must be completed before a new employee can begin work with the National Indian Gaming Commission.  The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to 3 weeks to complete.  If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check.  Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau Security Office.
