American Citizen Services – General Information

The Consulate General offers a wide range of services to American citizens living in or visiting Japan. These services include: Passport Renewals and Applications, Reporting the Birth of an American Abroad, Absentee Voter Registration Information, Notary Services, and lists of English speaking Doctors and Lawyers.

Non-Emergency services are by appointment only. Our office hours are from 9 a.m. to 12 noon and 1:30 p.m. to 5 p.m., Monday through Friday, excluding official American and Japanese holidays. Generally, services are available from 9 a.m. to noon and 1:30 p.m. to 3:30 p.m. on our business days for residents in our Consular district listed below.

Those who wish to visit our Nagoya Consulate for our monthly Consular services should contact us by phone, email or fax (see below) instead of making an appointment online.

To make an appointment for Passports and Reports of Birth:

You need to make only one appointment per family, in the name of the applicant, or the parent or guardian regardless of the number of services. To make an appointment for Notarial and Other services, click here.

Warning: The appointment system for Notarial and other services requires your email address and passport number. If you do not have them, you can enter 00000 for the passport number field and xxx@xxx.gov for the email address instead. If you cannot make it to the Consulate General on time, you can change your appointment at the above site using your appointment password given at the time of you make your appointment. However, you do not need to make any changes if you cannot come on time for the appointment but can visit us before noon (for morning appointments) or before 3:30 p.m. (for afternoon appointments) on the same day. If you lost your appointment print out, you can visit us without it.

Notary Services for real estate documents for non-U.S. citizens are available in Osaka only every Thursday between 2:30 p.m. and 3:30 p.m. Please make an appointment at 3:00 p.m. on Thursdays and come to us between 2:30 p.m. and 3:30 p.m. for the purpose.

Consular District

The Consulate General in Osaka provides services to Americans living or traveling in the following twenty prefectures: Aichi, Ehime, Fukui, Gifu, Hiroshima, Hyogo, Ishikawa, Kagawa, Kochi, Kyoto, Mie, Nara, Okayama, Osaka, Shimane, Shiga, Tokushima, Tottori, Toyama and Wakayama.

Attention: Residents of Aichi, Gifu and Mie Prefectures

On the second Wednesday of every month, a consular officer visits Consulate Nagoya to provide consular services for American citizens by appointment only. Please call (06) 6315-5912 or fax (06) 6315-5914 to make an appointment for passport renewals, reports of birth abroad, or notary service. You can also send an email to AOK@state.gov.

Please specify whether you would like a morning or afternoon appointment. If the second Wednesday of the month is a holiday, we visit Nagoya on the next working day.

Please note: Due to limited resources and time in Nagoya, we may have to ask some people with complex cases or matters involving privacy concerns to visit the Consulate General in Osaka instead.

Visiting the Consulate

Please bring your passport when you visit the Consulate. Please keep in mind that a security check is required to enter the building. Liquids and electronics are not allowed inside but may be checked with the security guards in the lobby. Consular fees can be paid at the Consulate General Osaka Kobe in cash either in Japanese yen or U.S. dollars, or by credit card (Visa, MasterCard, Diner’s Club, American Express, or Discover). Payment in US dollars by international postal money order is also accepted. We are not able to accept payment by personal check.

Consular fess can be paid at the Nagoya Consulate in cash only, in either Japanese yen or U.S. dollars.

Holiday Schedule

The Consulate is closed on both American and Japanese holidays. Please check the list of holidays before scheduling a visit.

Register Your Trip

The State Department maintains a secure online travel registration website for Smart Traveler Enrollment Program (STEP) American citizens to record foreign trip and residence information for contact purposes in case of an emergency. You can register at travelregistration.state.gov, or here at the U.S. Consulate General in Osaka-Kobe.
