U.S. Forces Korea statement on Strategic Alliance 2015
YONGSAN GARRISON, Seoul, Republic of Korea –Recent news reports are highlighting U.S.- ROK discussions on the Alliance’s wartime operational command and control structure after the planned disestablishment of Combined Forces Command. As outlined during the 44th United States - Republic of Korea Security Consultative Meeting in the 24 October 2012 Joint Communique, "The Secretary and Minister decided to establish a joint U.S.-ROK working group within the Strategic Alliance 2015 process to continue to refine the future command structure and maximize its military efficiency." These are working-level efforts to operationally implement and refine previous ROK-US agreements, and do not represent any new change in policy.
In order to achieve the goals of Strategic Alliance 2015 and determine the best command and control structure for a ROK-led combined defense, there has always been a rigorous consultative process in place between the two governments to achieve successful implementation. We are committed to creating an overarching and synchronized plan to ensure a smooth transition, and remain on track to achieve the Strategic Alliance 2015 milestones. DoD and MND officials will meet soon to begin the working group level discussions.
The United Nations Command, Combined Forces Command and U.S. Forces Korea remain committed to the ROK-US Alliance and the defense of the Republic of Korea.

전략 동맹 2015 관련 주한미군 성명서
대한민국, 서울, 용산기지 - - 최근 언론에서는 예정된 한미연합사 해체 이후 한미동맹의 전시 작전 통제권과 지휘 구조에 관한 한미간의 논의에 대해 보도하고 있습니다. 2012년 10월 24일에 열린 제 44회 한미안보협의회 공동성명에서 언급되었던 것 처럼, “양국 장관들은 지속적으로 미래 지휘 구조를 개선하고 군사적 효율성을 극대화하기 위해 전략 동맹 2015 진행 과정의 일환으로 연합 실무단을 설치하기로 결정하였습니다.” 이는 이전의 한미간에 합의된 사항들을 운용 가능하도록 시행하고 개선하기 위한 실무진간의 노력이며, 정책에 있어서 새로운 변화를 의미하는 것은 아닙니다.
한미전략동맹 2015의 목표를 달성하고 대한민국 주도하의 최선의 연합 방위 지휘통제체계 구축을 위하여 한미 양국 정부는 이의 성공적인 실행을 위해 긴밀한 협의를 해왔습니다. 한미 양국 정부는 전작권 전환이 순조롭게 이행되도록 종합적이고 조화로운 계획을 세우기 위해 최선을 다하고 있으며 한미동맹에 있어서 중요한 이정표가 될 전략동맹2015을 성공적으로 달성하기 위해 계속해서 노력하고 있습니다. 한미국방부는 당국자들은 실무자급 협의를 시작하기 위해 빠른 시일내에 만나게 될 것입니다.
유엔사, 연합사, 그리고 주한미군은 한미동맹과 대한민국의 수호를 위해 계속해서 최선을 다할 것입니다.
