Exchange Programs

Public Affairs Section administers a broad range of educational exchange programs. These programs, whether designed for high school students or post-Doctoral candidates, are intended to further the free flow of information and ideas and to enhance mutual understanding. 

They include:

William Fulbright Visiting Scholar Program

For more than 50 years, the Fulbright Program has given scholarships to college and university faculty as well as independent scholars to lecture and conduct research in the United States, generally for a period of four to ten months. At the same time, the program provides support for American scholars teaching and conducting research overseas.  

Fulbright Foreign Student Program

The Fulbright Foreign Student Program enables graduate students, young professionals, and artists from abroad to research and study in the United States for one year or longer. The Fulbright Foreign Student Program encourages applications in the humanities, hard sciences such as engineering, and social sciences.

J. William Fulbright Foreign Language Teaching Assistant Program (FLTA)

The FLTA Program provides an opportunity for young, international teachers of English to refine their teaching skills, increase their English-language proficiency and extend their knowledge of the United States by engaging in a nine-month, non-degree course of studies. Besides studying, FLTA Fellows teach their native languages to students at their host universities. Among others, the program is available to native speakers of Uzbek.

Hubert H. Humphrey Fellowship Program

Inaugurated in 1978, this one-year, full scholarship program is offered to mid-career professionals who have a proven track record of leadership, a commitment to public service, and the capacity to take full advantage of a self-defined program of independent study at a leading U.S. university.  The program awards a certificate from the U.S. Government; it is not designed to deliver an advanced degree.  

Teaching Excellence and Achievement Program (TEA)

For over 10 years TEA has provided secondary school teachers of English with unique opportunities to develop expertise in their subject area, enhance their teaching skills, and increase their knowledge about the United States.

E-Teacher Scholarship Program

Professional Development Distance Learning Program for English Teachers - The Office of English Language Programs’ E-Teacher Scholarship Program trains foreign English language professionals in the latest U.S. methods of English language teaching via distance education.

Edmund S. Muskie / Freedom Support Act (FSA) Graduate Fellowship Program

Since 1992, the Muskie / FSA Graduate Fellowship Program has been providing citizens of the former Soviet Union with opportunities to pursue graduate studies at the master's level in the United States. Each year, more than 250 Muskie Fellows working in dozens of fields attend leading American universities. 

Note: Due to current fiscal constraints, the State Department does not expect to recruit new Muskie participants for the upcoming 2013-14 academic year.

Global Undergraduate Exchange Program (Global UGRAD)

The Global Undergraduate Exchange Program (Global UGRAD) in Eurasia and Central Asia is a program of the Bureau of Educational and Cultural Affairs of the United States Department of State. The Global UGRAD program provides opportunities for full-time undergraduate students from Eurasia to spend one academic year of non-degree study in a US university or community college. Participants are selected through an open, merit-based competition.

Benjamin Franklin Summer Institute

The Benjamin Franklin Summer Institute is a program for 16-18 years old students from Central Asia. The program aims to build strong linkages among the younger generations and enable youth to face the global challenges of the 21st century together.

Youth Exchange Opportunity Program       

Note: Youth Exchange Opportunity Program is suspended until further notice.

The Youth Exchange Opportunity Program provides Uzbek high school students (ages 15 to 17) with the opportunity to attend an American high school for one year. The students live with American host families.
