What is the Pre-Arrival Processing (PAP)?
The Pre-Arrival Processing known as the PAP is used to collect information for the bio graphical sketch book and reduce your inprocessing time here at the war college.
I’m not getting a green check mark?
If you are not getting a check mark and you have clicked the confirm/completion button, hit the refresh on your browser. If this still doesn’t work, close your browser, reopen internet explorer and logon back in. If a green check mark still didn’t appear please contact G1 for assistance.
I can’t click on any of the links in the PAP?
Everything in Step 1 must be completed in sequence for the next link to appear. Once you have completed Step 1 all the links in Step 2 and 3 will appear, these do not have to be done in sequence. If you have completed all of step 1 and the links are not showing in step 2 hit your refresh button on your browser.
What is the uniform when I sign in (Resident Students)?
There is no uniform requirement when initially signing into Carlisle Barracks.
Do I have to change my shoulder sleeve insignia?
Yes, you have to change your SSI to the USAWC patch. You may purchase it at the shopette in Root Hall or the PX.
Can I sign in before the NET Date?
Resident students must request approval to report prior to the NET date. Send requests with justification by email to usarmy.carlisle.awc.mbx.atwc-chr@mail.mil

SSC Fellowship officers may not report to their fellowship location prior to attending the Fellowship Orientation. Requests to report earlier then NET report date must be sent via email with justification to the Assistant Chief of Staff, G1 POC usarmy.carlisle.awc.mbx.atwc-chr@mail.mil. Officers approved for early arrival will be placed in a regular leave status until the Fellowship Orientation.
After I sign in, can I go on leave before class starts?
Yes, as long as it does not conflict with your appointments.
Do I wear the new Army Service Uniform or the Green Service Uniform?
You can wear either one, it's your choice. The Army Green Service Uniform can be worn through FY14 per ALARACT Message 202/2008.
If I'm coming from an airborne unit do I have to change to black beret and low quarters?
Yes.
I'm not Army, do I still need to check in with HRD?
Yes, all services must check in with G1 when first arriving on Post. Then, all remaining sister services must check in with their service representative in Root Hall, Rm C332.
What is the uniform for the academic year?
The duty uniform during the academic year is your appropriate service Class B uniform or business civilian attire, i.e., suit or sport coat and tie for men and equivalent dress for women. There are occasions when military officers are required to wear Class A uniform. You are required to attend centralized in-processing in your Class B uniform (Class A jacket readily available) or business attire for civilian students.

For US Army Officers the Class A uniform can be either the new Army Service Uniform or Green Service Uniform, with black beret, USAWC Shoulder Sleeve Insignia, and low quarters. SSI and Unit crests can be purchased at the root hall shopette after you arrive.

Security

If I have a current investigation with a Top Secret clearance, do I have to complete the 633?
No, the Security Office verifies your clearance data in JPAS when they receive your name and SSN. This is only for DOD military and civilians. Agencies outside of DOD do have to submit the 633, even if they have a current investigation and clearance.

There is a copy of my transcript in my file; do I need to send one to the USAWC?
Yes. We require that an official copy of your undergraduate transcript be sent to the USAWC confirming receipt of a Bachelor’s degree.
I have a Master’s degree, should I send my Master’s transcript?
No. We only need to verify your Bachelor’s degree.
Since I have a Master’s degree, why should I send you my undergraduate degree?
Our requirement is for proof of a Bachelor’s degree, not a Master’s.
I have a .pdf of my transcript; will you accept this as proof of degree?
No
What is an official copy of a degree?
An official transcript is normally sent directly from the issuing institution to the Registrar’s office and bears the appropriate seals and signatures. We will accept a hand carried transcript as official only if it is in a sealed envelope from the issuing institution.
How are seminar groups organized?
Each seminar cohort normally consists of Active Component Army officers, Army Reserve Component officers, a sea Service officer (Navy, Marine, or Coast Guard), an Air Force officer, 1-2 U.S. Government civilians, and 2-3 International Fellows. The USAWC strives to provide maximum diversity possible.
When will I find out which seminar I’m in?
Students are assigned to seminars in mid- to late-July and will receive official notice of their assignment during in-processing.

Medical

I don’t have any dependants; do I still have to fill out both forms?
Yes. On the first page complete line 1 with (Name, SSN, and Date) andin the family member column write no dependents. On the second page fill in Name, Signature, and Date (you do not have to answer any of the health questions).
I don’t EFMP members, why do I still have to fill it out?
Yes. You still have to fill out the form because, although you do not have any dependents that require services or have health issues at the time of in-processing, a health concern may develop throughout the year and then you may require services.
Why do I have to fill out a Third Party Collection Form?
It's the Law. The Consolidated Omnibus Budget Reconciliation Act of 1986 (COBRA) established the Third Party Collection Program, and the program is congressionally mandated. Persons that are required to fill out the form are all non-active duty patients, this includes all military dependents. The form is used to gather other health information so that we are able to bill the patients insurance. That information will be used to bill for visits and prescriptions, get reimbursed for visits and prescriptions, helps the patient meet their deductible if they are referred outside the clinic. The money collected from this program comes straight back to the clinic which allows Dunham to purchase new equipment, supplies and do renovations.
If my dependants are not accompanying me do I have to fill out the 3rd Party form (DD Form 2569)?
No, this form is only for dependants that will be seen at the Dunham Army Health Clinic.
My dependants are not coming with me, do I still have to fill out the EFMP Form?
Yes, it is a requirement even if the dependents are not coming.

Why can’t I bring my blackberry or govt computer?
Although it is your choice on what property you bring to Carlisle Barracks, Carlisle Barracks can only provide support to Information Technology Assets (Laptops, Phones, Blackberrys, etc) which were purchased by Carlisle Barracks. IT Assets not identified as part of the IT Infrastructure cannot be joined to the network at Carlisle Barracks. Carlisle Barracks does provide limited support to open commercial wireless connectivity within Root Hall that students and faculty may utilize, but support is not provided for this service.

How can I get an ADV PAY or when can I apply for ADV Travel/DLA?
An ADVANCE PAY can be applied for at the old PDS, or the new PDS. More than 1 ADVANCE PAY can be requested. If required, please contact your local Finance office.

ADV Travel for the SM or DEPN (or both) is usually applied for at the losing PDS site finance office. This entitlement is requested to help offset PCS travel costs between PCS stations. Approved ADV Payments will be collected against the final travel claim settlement when in-processing the new PDS. Highly suggest this action be done for SM's traveling to known HIGH COST areas (BOSTON, MA; CALIFORNIA SITES, Overseas - PARIS FRANCE, ROME ITALY, GARMISCH GERMANY, QUEBEC CANADA, etc)

Must I register my vehicle on post if I have a valid DD Form 2220 on my vehicle?

Yes. Your vehicle information must be updated in the COPS System. You will need your current (local) address and phone number, valid vehicle registration, valid proof of insurance and a valid driver's licenses.  Parking on Carlisle Barracks is very limited and your vehicle can be ticketed if not registered on Carlisle Barracks.

Must I register my privately owned weapons on post if I have them already registered in the COPS System?

Yes. This is required each time you PCS.  We can provide a copy for you to give to your insurance company if you need one.

Access Control?

Only decaled vehicles and drivers with a Military issued ID Card (CAC/Dependent) may use Ashburn ACP.
