Most SignificantCareer Accomplishments:

  • Led the DoD implementation of Executive Order (EO) 13356/88, ‘Strengthening the Sharing of Terrorism Information to Protect Americans,” an interdepartmental initiative establish an interoperable terrorism information sharing environment.
  • Introduced the practice of service oriented capabilities to help revolutionize the way DoD conducts warfighting and business operations.(Net Centric Enterprise Service (NCES))
  • Led the Marine Corps in transforming organic network IT to a Managed Service (NMCI)
  • Led the USMC to a successful Y2K implementation.
  • Established a civilian workforce development program for 20,000 IM/IT Marine Corps civilians
  • Oversaw 230 major automated information systems and major defense acquisition programs for Title 40/Clinger-Cohen Act compliance
  • Established the technology infrastructure to consolidate all Navy command and control systems that later served as the common operating environment for the Global Command and Control System.
  • Managed a $500 million dollar contract to automate the patent application and search process.
