Colonel Dick is the Vice Commander, Air National Guard Air Force Reserve Command Test Center, Tucson International Airport, Tucson, Arizona. He is responsible for planning, coordinating, and conducting operational test and evaluation (OT&E) and tactics development and evaluation (TD&E) for mature weapons systems as directed by Air Combat Command (ACC), Air Mobility Command (AMC), and Air Force Special Operations Command (AFSOC). AATC is a blended organization of active, Air National Guard, and Air Force Reserve personnel and specializes in the identification and testing of low cost and high payoff system upgrades for Air Reserve Component mission platforms. The vice commander also advises the Director of the Air National Guard and the Commander of the Air Force Reserve Command on opportunities to increase the combat capability of their operational systems.
Colonel Dick was commissioned through AFROTC in 1983. He served as a regular active duty officer and F-16 fighter pilot until 1992. He joined the Kansas Air National Guard in November 1992 and then entered the Air Force Reserve in 1993. Colonel Dick is a graduate of the USAF Weapons School and has served as an F-16 combat fighter pilot in Desert Storm, Deny Flight, Operation Northern Watch, Operation Southern Watch, Operation Enduring Freedom, and as a Special Forces ground liaison in Operation Iraqi Freedom. He has also commanded an active duty multi-national Aerospace Expeditionary Task Force in Jordan as COMAFFOR in 2008 and was the 506 AEG Commander at Kirkuk Regional Air Base, Iraq from October 2009 to May 2010.
