Joint Tactical Data Link (TDL) Certification Services

We perform joint certification testing for all Tactical Data Systems (TDSs) used in US Army, playing a major role as Army Participation Test Unit (APTU) in the evolution of the Department of Defense's (DoD's) information exchange testing of tactical Command, Control, Communications, Computer and Intelligence (C4I) systems.

From our Laboratory facilities, we coordinate all Army TDL testing with the Joint Interoperability Test Command (JITC), the testing arm of the Defense Information Systems Agency (DISA) located in Ft Huachuca, AZ. As APTU, we review test plans and procedures, participate in each test, collect data and perform analysis, and generate joint interoperability certification reports for all Army elements and systems. We also represent the Army during post-test Joint Analysis Review Panel (JARP) meetings and makes recommendations for the certification of Army systems as well as systems of the other services and agencies.

We assist Army developers, users, and testers during service-level and joint certification with the following value-added services:

  • Coordinate all phases of testing with the system PEOs/PMs and the JITC
  • Utilizing the system’s TDL implementation, develop test procedures with JITC to ensure compliance with applicable MIL-STDs
  • Provide C2 systems for testing at the APTU or in a distributed test bed
  • Conduct pretest connectivity tests and provide online test connectivity using secure telephones or the Defense Information Systems Network (DISN) Leading Edge Services (LES)
  • Travel to the system under test site and act as on-site Test Director if requested by PEOs/PMs
  • Perform online (during test) analysis of link messages as they occur and record data for post-test analysis
  • Perform post-test analysis of recorded data, write trouble reports of detected violations of applicable MIL-STDs
  • Write the test report, and provide the JITC with all test documentation required for the certification process
  • Represent PEOs/PMs at the Joint Analysis Review Panel (JARP) Meeting, make certification recommendations based on performance in a joint environment
