Glossary of Terms
Abuse - Intentional or improper use of government resources by a HUD official or a HUD-funded local official whose actions exceed the authority granted to them by HUD policies and regulations.
Anonymous Source - We do not know who the source is. Sometimes we can obtain the telephone number from the caller ID on the telephone system.
Audit - An independent objective analysis, review, or evaluation of financial records, procedures, and program activities; to report conditions found, recommend changes, and/or other actions for management and department official to consider.
Confidential Source - We know who the source is and have contact information. Information about a confidential complainant cannot be released to the Department.
Fraud - Any intentional deception designed to deprive the U.S. unlawfully of something of value or to secure from the U.S. for an individual a benefit, privilege, allowance, or consideration to which he or she is not entitled (Theft). An illegal action that causes HUD to lose taxpayers monies.
Investigation - A systematic and thorough attempt to ascertain the facts or evidence of a criminal act through a formal process and discovery of information.
Named Source - We know who the source is and have contact information. The sources identity can be released to the Department.
Serious Mismanagement - A significant failure by a HUD program office or a program office entity due to managerial incompetence or inattention.
Waste - Individuals, groups or businesses that are spending taxpayers' monies in a manner that does not further HUD's mission and goals.
