(1) Under the Softwood Lumber Agreement of 2006, certain industries and particular provinces are excluded from the collection of export charges. Full text of the Softwood Lumber Agreement of 2006, is available at the United States Trade Representative (USTR) website.

(2) Foreign Affairs and International Trade's published reports indicate that exports to the United States of softwood lumber products originating from the noted Option A region has exceeded the trigger volume by more than 1 percent. As a result the export charge rate is increased by 50 percent (50%). The surge charge is applicable to all softwood lumber product exports originating from the region for the month.

(3) According to the Canada Revenue Agency in SWLN 35, the Government of Canada has announced its intention to amend the Act to include an additional export charge for Ontario and Quebec regions, effective March 1, 2011. The proposed amendments require all exporters to the U.S. of softwood lumber products having a region of origin of Ontario to pay an additional export charge of 0.1% and those having a region of origin of Quebec to pay an additional export charge of 2.6%. The CRA will collect the additional export charge, remitted on a voluntary basis, until such time as amendments to the Act become law.

(4) The additional 10% export charge on softwood lumber products originating from Option B regions was terminated effective July 1, 2011. A refund process is available to reimburse any overpayments of this charge.
