Title - Define the term Program of Record and where the definition can be found

Question -

What is the definition of a Program of Record and where can the definition be found? In addition, What is the difference between the term Program of Record and Acquisiiton Program? I believe that the term Program of record refers to a Program Budgeting term which indicates that a Budget Line Item (or Program) has been established within the DoD PPBS and that such a "program" becomes a Program of Record once authorization and appropriation have occurred. An Acquisition Program is defined by DoDI 500.02 and the Acquisition Category or ACAT is further defined within that DoD Instruciton. Am I right? What should I tell the senior leadership?

Scenario - The quesiton has come up in preparation for briefing the Vice Chief of Staff, US Army.

Essentially you had it correct.  The term is used to describe a program that is funded (approved) across the FYDP, through the POM.  When this happens, the program becomes a "line item record" in the budget -- hence the term "program of record".  This is usually synonymous with Milestone B approval, where w program is given "official" status as a development program.  And, we no longer have the PPBS system, it was replaced by the PPBE (E = Execution) several years ago.

Acquisition Program 

A directed, funded effort that provides a new, improved, or continuing materiel, weapon, or information system or service capability in response to an approved need. Acquisition programs are divided into categories that are established to facilitate decentralized decision making, execution, and compliance with statutory requirements. (DoDD 5000.1) See Acquisition Category (ACAT).

Program of Record (POR) 

Program as recorded in the current Future Year's Defense Program (FYDP) or as updated from the last FYDP by approved program documentation (e.g., APB, acquisition strategy, SAR, etc...). If program documentation conflicts with latest FYDP, the FYDP takes priority.
