    Amb. Kelly responded to a report by the three committee chairs, made a statement commemorating International Holocaust Memorial Day, and expressed concern at draft legislation in Russia that would reportedly restrict freedoms of expression and assembly for LGBT individuals.

    Amb. Kelly condemned the recent terrorist attack in Algeria and recent acts of vandalism and violence targeting the Kosovo Serb community. Amb. Kelly also honored the legacy of Dr. Martin Luther King Jr., and expressed concern at the continuing racism and xenophobia across the OSCE region.
