Application Form

The Fulbright Visiting Student Junior Staff Development Program is designed primarily to strengthen African universities and other institutions through higher-degree training.

The American Embassy is pleased to offer an award, which will be granted for full-time study towards one degree at an academic institution in the United States for 2013-2014.  Fields related to democracy and public administration will be given priority consideration.

To be eligible to the Fulbright Visiting Student Junior Staff Development Program, applicants must:

  • Be a citizen of and currently residing in Madagascar or in the Union of the Comoros
  • Hold a "Maîtrise" degree, or an equivalent of an official four-year university degree, or the equivalent of a U.S. Bachelor's degree in the field of specialization;
  • Have a high level of English proficiency to realistically accomplish full-time graduate-level study in the U.S.;
  • Have outstanding academic records, references and preparation in the chosen field;
  • Have high motivation and serious commitment to completing the program and to returning home.

Preference will be given to candidates who have not previously studied in the United States.  Candidates selected for degree study will be funded for a maximum of TWO years.  Grantees in programs requiring longer than two years to complete must seek alternative funding.

Application Procedures

Applications must be completed and submitted online before Monday, April 30, 2012 at here

Incomplete application will not be considered.  Candidates are advised to apply early and to ensure that all necessary documentation is received in a timely fashion. This includes all transcripts of university studies showing grades, certified copies of all university diplomas, and four letters of reference. At least three letters of reference should be from academics who can attest to the quality of the candidate's university study and academic potential. If degrees and transcripts are not in English, translations must be attached.

Applicants should also have investigated the programs offered in their fields by the American universities and have clearly in mind the type of study program desired.

Required Standard Examinations:

Only Fulbright finalists are to take the TOEFL, GRE and GMAT tests.

The Test of English as a Foreign Language (TOEFL) is a language test required of all foreign students whose native language is not English. The Graduate Record Examination (GRE) is a general ability test, which indicates a candidate's aptitude for graduate level study.   Management students are usually required to take the GMAT (Graduate Management Admissions Test) instead of the GRE.
