As per Mod 1 to OPORD 0028-12, all subordinate and tenant commands and USAREUR staff must divert inbounds from Heidelberg/Mannheim to gaining locations NLT 31 August 2012 for Full Cost Moves and NLT 31 January 2013 for Low Cost Moves.
Soldiers on an “all others tour,” "unaccompanied tour" must reside in Unaccompanied Personnel Housing (UPH).
