TRI Comparative Analysis Tool- Air Data Sources   Help Page

This TRI Comparative Analysis tool allows users to compare records from the Toxics Release Inventory (TRI) with those from the Air Facility System (AFS). The TRI Comparative Analysis tool was originally developed to identify data quality problems in these data systems as well as potential compliance issues under the Clean Air Act (CAA) and the Emergency Planning and Community Right-to-Know Act programs. In general, TRI data should be consistent with the facility's CAA permit requirements. Under the CAA, a major source is defined to include stationary sources that emit or have the potential to emit 10 tons per year or more of any single Hazardous Air Pollutant (HAP, which are identified by the CAA), or 25 tons per year or more of any combination of HAPs. Queries 1 and 2 below allow users to compare TRI facilities reporting to TRI greater than 10 tons and greater than 25 tons of air releases of HAPs with the facilities' corresponding AFS permit status to see if there are potential inconsistencies between TRI reporting and CAA permits as reflected in AFS. Similarly, Queries 1 and 2 can be used to identify potential data quality problems with TRI reported air releases of HAPs. To identify potential noncompliance with TRI reporting requirements, Query 3 of this tool allows users to review facilities with AFS major source status and no corresponding TRI records.

It is important to note that that the links between TRI and AFS records are based on name and address matching algorithms applied by EPA's Facility Registry System; there may be inaccuracies in linking facilities that are in these two data systems. Accordingly, users can verify the absence of corresponding records between TRI and AFS using the Facility Finder button . In those instances where a user finds a potential TRI-AFS match through Facility Finder that was not reflected in this tool's results report, the user is encouraged to use the "report error" feature on the relevant ECHO Detailed Facility Report to alert the Agency to the potential missing integration between the TRI and AFS databases.
