“Mr. Speaker, there is not time to debate in the time I have available how we determine federal pay. I was a sponsor of the Federal Employee Pay Comparability Act, which [President] George Bush signed back in 1990. I know a little bit about this. But America is confronting a sequestration that will have devastating impact on our economy, on every individual in America and on international confidence in America's ability to manage itself. And what have we spent two days on? A quarter percent cap on cost-of-living adjustment for federal employees. A quarter of a percent.

This week, House Republicans are wasting time and taxpayer dollars on yet another bill that targets middle-class federal employees. Instead of working on a comprehensive plan to prevent sequestration and reduce the deficit in a balanced way, Republicans are continuing their attack on the federal workforce by freezing their pay for the third year in a row.

With Congress set to go home this week to focus on the upcoming election, Republicans in control of the House are leaving behind a long list of unfinished business. After two years in charge, House Republicans have not taken action on comprehensive jobs legislation to get Americans back to work, they have not prevented a tax increase on middle-class families, they have not worked to enact a big and balanced plan to reduce the deficit and turn off the sequester, and they have not passed major legislation, including a farm bill, the Violence Against Women Reauthorization Act, or postal reform. Having racked up a dismal record as the “Do Nothing Republican Congress,” their failure even to try addressing the serious challenges we face as a nation has been strikingly disappointing.

As the March 1st deadline quickly approaches, there is still time to stop the automatic spending cuts, known as sequestration, from occurring.
