Press Release

Solutions for the Information Technology Enterprise Request for Proposal

Washington D.C. - May 21, 2009

The Defense Intelligence Agency (DIA) will release a solicitation for an indefinite delivery, indefinite quantity (IDIQ) contracting vehicle that supports information technology (IT) requirements across the Defense Intelligence Enterprise and the greater Intelligence Community in late May 2009. The Solutions for the Information Technology Enterprise (SITE) contract is the second in a series of DIA Enterprise IDIQ vehicles intended to bring acquisition excellence to the Agency. The Agency has named Mr. Donald Adcock as the SITE Program Manager (PM) and Ms. Esther Woods as the SITE Contracting Officer (CO).

SITE is designed to enable streamlined execution, simplify purchase requests, standardize acquisition documentation, improve enterprise program management for customers, provide better reporting capability, improve contracting performance and data integrity and make the Agency’s overall information technology (IT) acquisition processes more efficient. Although managed by DIA, the contract will also incorporate IT requirements from customers across the Defense Intelligence Enterprise and the Intelligence Community.

DIA intends to release the SITE request for proposal (RFP) in late May 2009, followed by a pre-proposal conference at the Defense Intelligence Analysis Center at Bolling Air Force Base in mid-June 2009. Under the SITE contract, DIA intends to award approximately four IDIQ contracts based on full and open competition, and approximately four additional IDIQ prime contracts as a small business set-aside. The contract will have a ceiling of $1.32 billion per year over five years. DIA is expecting SITE to facilitate cost efficiencies, innovative technical solutions and enhanced competitive opportunities for industry.

DIA is the nation’s premier all-source military intelligence organization.

It provides the nation’s most authoritative assessments of foreign military intentions and capabilities. The agency’s four core competencies -- human intelligence, all-source analysis, counterintelligence and technical intelligence -- enable military operations while also informing policy-makers at the defense and national levels.

DIA’s mission is unique and no other agency matches its military expertise across such a broad range of intelligence disciplines.
